Is there a reason for the bg getting a debuff icon of lowered saving throw at level 2?
Is it because you have more charisma modifier than bg levels and it's normal, or.. ?

If your cha mod is higher than your level of BG, then that's why. You can only get + to saves up to your BG levels.

Yup, working as intended. The same will happen with Divine Might and Shield.
