The Armor Smith job allows you to transfer models or descriptions or colors from one suit of armor to another.

Is there any reason you can think of that some armors work with this feature, but others won't? For example, I have a few armors that have no powers (and a few with +2 STR/etc.) which Sammy made for me to give to people in the Dale Militia. I am unable to use the Armor Smith transfer feature with these armors, whether I put them in first or second, but I can turn around and make it work with any other two armors I currently have in my inventory - job system created or not.

Pebbles has one rank of Armor Smith and I've tried it in both Kohlingen and Endir's Point. None of the armors involved (including the ones Sammy made) are marked Plot or Stolen, in case anyone thinks that might be the issue.

That's my guess too. I tried that with a scimitar on Tristen way back when, and it ate a greater magical scimitar, so... I guess be happy it simply didn't work? Yeah, some models probably didn't exist when that system was made, so the system has no idea what to do with them.
