Act I) "Commonwealth Sovereignty Day" Holiday

"In light of the spontaneous celebrations by the the people, we, the provisional government of Cordor, do hereby declare that this day in the callender year, annually, shall be declared "Commonwealth Sovereignty Day. The 3 article measure was approved unanimously by the Provisional Government."

Citizen's Guide to the Legislation: Abridged reduction of Legal Jargon.

Article 1: All non-guard government personel will be given the day as a holiday. The courthouse and library will be closed. The Capitol building will remain open, and will have its doors open for tours.
Article 2: Guards, and any personel required to be on call during the holiday will recieve wages equal to twice their normal daily pay for the holiday.
Article 3: The spirit and theme of the holiday will be the promotion of freedom, and free rational thought.

Act II) Expanded Internim Legislative Powers Act

"In order to facilitate the Cordor Government opperating smoothly in its transitional phase, the Provisional Ministers of the Republic have decided in a 4-1 vote to grant legislative authority for urgent matters only."
Citizen's Guide to the Legislation:

Article 1: The provisional Republic shall be authorized to vote on legislation in the period between now and the constitution's ratification. A majority will be required for all legislation to pass.

Article 2: All legislation approved by the Provisional republic will be reviewed by the Constitutional Legislature, once the constitution is ratified, and once the legislative assembly has been elected.

Act III) Guards of the Republic

"The current state of emergency necessitates that the Provisional Guard have the means and capacity to enforce order, particularly in the Southern Districts. This must be done before any new social programmes may come to pass. Patrols will be increased, and shifts will be lengthened, with overtime pay and bonuses increased. In a related note, the old uniforms of the Cordor Guard feature prominently the color 'gold'. The consensus agrees that gilded uniforms are the trademark of nobility and aristocracy; something that we would like to see change. This New guard will serve the people. All people, even those of South Cordor and the Slums, not just the Nobility. Thus, their new uniforms will be devoid of the color Gold; and will be phased out within the next two months."

Citizen's Guide to the Legislature:

The measure passed in a 3-2 vote on all articles. Article three recieved unanimous approval.

Article 1: The Salaries of all guardsmen will be increased by one coin fifty pence per rank per day. As well, health benefits will be provided; and compensation will be awarded to all service members injuried in the line of duty.

Article 2: A sales tax on all magical weapons only will be levied; of fifty pence (0.50 of a Gold Coin) per one hundred gold coins of sale price will be levied for all such weapons sold in Cordor. This will fund the Programme in its entirety.

Article 3: New uniforms will be provided for guard members, with both added protective features, and the new "Commonwealth" style color scheme. Old uniforms for non-volunteer adventurer units will be phased out within two months.

Act IV) Public works Project

"In this most recent of open sessions of the Provisional Government, the people have voiced their concern as to the state of some public places. This matter is to help promote public good and the city's appearance."

The Act was passed in a 4-1 decision.
Citizen's guide to the Legislation:

Article 1) Establishes a general public works fund to maintain public and city buildings such as the Town Hall, The West-Cordor Gardens, the Prison, and certain historical buildings. As well, roads, bridges, and other aging facilities will be maintained through this fund.

Article 2) Volunteer projects and use of community service will be promoted to ofset the cost.

Article 3) A provision allowing for new offices to be created by the Provisional Government to oversee these projects. These offices answer to the Provisional Republic Ministers, and post-constitution: the Republic's Legislature. The first office created under this article: Secretary of Horticulture.

New Offices were created and initiatives passed in a "rainy day" session of the City Assembly. Under Act IV of the Provisional Government, the Ministers proposed the "South Cordor Cleanliness Initiative". Using the increased force under Act III, additional guards will be sent to patrol the southern district, and addtional public works funds will be diverted to renovating buildings that are not up to code, and cleaning the streets.

Some of the offices created are as follows:

District Manager of South Cordor Public Works
Guard Promotion and Recruitment Advisor
Several Liason offices to various unions/organizations

As well, notice of an R.F.P. to award of somewhat ammounts of gold for private firms who can renovate the district has been made.

Act V) Amia Treaty Organization

"In response to the petition regarding the desire to outlaw the faith of the Church of Bane in Cordor and its desire to exile all practicioners thereof, and as well in response to the current political crisis with foreign states, we have resolved to gather an assembly of involved parties and cities to mediate the formation a legitimate and lasting peace treaty."

Citizen's guide to the Act:

Article 1) Petitioning diplomats from Cities or factions in conflict with the Church of Bane will be registered and have diplomatic contact made.

Section 1: Involved parties will be given notice of the scheduled talks a week in advance, and have the right to petition to change the schedule.

Section 2: All involved parties have the right to attend all talks between each party where binding acts may be made, and be given a record of all binding agreements made.

Section 3: One representative from each involved party attending will be given a vote on provisions in the treaty.

Article 2: The position of the City of Cordor is officially neutral in these talks, and its role is as a mediator yet participant. However, The city of Cordor will make no consessions in conflict with its ideals, and will only accept a peace agreement where no territory is given or changes in its law or ideals are made.

Article 3: The treaty will be scheduled on conflict-neutral ground, likely within the City of Cordor. Schedules of Time and location will be made in a timely fashion upon notification of other cities of this act. Any further provisions will be discussed at these talks.

Act VI) Expansion of Court System

Passed: 4-0-1 abstination

Citizen's Guide to the Legislature:

Article 1) Civil Claims Made by or against Cordorian Citizens may be heard by the courts. A given judge has the right to decline to try the case, in effect, dismissing it for lack of grounds. In Cases over 5,000 in direct damages, the Defendant may request a trial by Jury.

Article 2) Criminal cases where innocence is pleaded by the Defendant, and the stand-alone punishment for the crime is Death, Permanent Exile, or over one year imprisonment, Then the Right to Trial by Jury shall be provided.

Article 3) Exemptions for Article 2: Repeat cases of offenses totalling to one of the aforementioned punishments are not included under the right to Trial By Jury, though one may be requested. Cases of less severe punishment may be decided As well, The guard may still apply the law as per Section 19 of the Cordor Criminal Justice Code.

Act VII) Census of Citizens and Compilation of Official Court Records

Passed: 3 - 2

"In order to legitimize the eventual voting process, and establish information on tax-payers and improve and bring to date the compilation of 'official records' on citizens, we require a more robust archival system and a more thorough staff. "

Article 1) Census Office and Records Secretariat

This Article creates the office of Census, Voting Registration, and Court Records. Leadership is by appointment.

Article 2) Special Duties:

The duties of the office of Census, Voting Registration, and Court Records are to keep an efficient documentation on citizens' official records, for the purposes of determining demographic information, voting eligebility, criminal background checks, and property information.

Article 3) Records to be compiled:

The name of each citizen, Voting Elegibility information (Age, City District, Felony conviction status), Landownership status, Lease status, Other Criminal records.

Optional information to be collected for census information: Species, Gender, Race, Religeon, Marital status.

Act VIII) Emergency Paramilitarization of the Commonwealth Guard

Passed: 3 - 2

"The Guard is hereby restructured to serve the Commonwealth both as a law enforcement agency of the government during peacetime and as a peacekeeping agency during war when the Commonwealth lacks the funds and manpower for a standing military. This restructuring is in direct response to voiced threats from disaffected nobles who do not recognize the law of the Commonwealth and threaten to raise and bring armies to Cordor to observe the now defunct laws of the previously corrupt duchal regime."

Article 1) Pursuant to threat of war, the Commonwealth guard is restructured under CGOP 1.12; to undertake military training in fortification, handling of war criminals, wartime crisis conduct, urban tactics, and military armament;

Act IX) Colligation/Fragmentation of Administrative Offices

Passed: Unanimous, 1 Abstention

"In the course of the Commonwealth's departmentalized government it inevitably becomes necessary for any given operational ministry to subsume, absorb, share, delegate, create, or eliminate the various duties and responsibilities of another ministry. These changes may be important responses to imminent threat of war or disaster in an effort to ensure the safety and stability of the Commonwealth, or these changes may occur in peacetime towards the purpose of improving efficiency, thereby ensuring a fully functional Commonwealth state from which all citizens may benefit equally and fairly."

Article 1) Act IX grants authority to the Speaker of the Council in the Cordorian Commonwealth to draw up and propose a colligation or fragmentation of an Administrative Office's duties and/or responsibilities, in whole or in part, to be approved by majority vote.

Article 2) The new terms of the Administrative Office are to be considered temporary for the period of six months, after which time the Council shall vote yea or nay for permanent enstatement of the aforementioned changes.

Article 3) The administrator responsible for heading a Ministry adopts both the credits and balances of a colligated ministry, or waives the responsibility of debts and management upon loss or fragmentation, for the period of three months prior to the application of Act IX.
