In a recent treatise published in the wake of Colin Reyes by a coalition of Oghman scholars from various paths and professions, it has been presented that the use of magic hastens communities towards ruin.

They cite the several magicial endeavors and previous fortresses of magic that are now abandoned and left as reminders of folly and the limits of power: Electric Castle. Darkhold. Wyrmhold. The Mystran Grove, now infested by creatures of magic which feasted on their own flesh and blood.

The treatise is initially received poorly by the small Mystran community which remains in the aftermath of the Arcanum, and is decried as an unfair evaluation on the influence of magic. The peer-reviewed journal based in Cordor in which the Oghman treatise was published responds with an appended article, expressing that the history of the island of Amia and the surrounding regions does not have a history of responsible magical use.

The blame, while not overtly leveled, is placed on the Mystran community by the editor and author of the treatise on magic, creating a thin line of tension between the Oghmans and the Mystrans.

The Independent Island of Tarkuul is not excluded from the article, as in later editorial pieces, Tarkuul is included as a potential location of irresponsible magic use due to the excessive use of necromancy and other "forbidden schools of magic." The editor adds a footnote, however, that he does not personally believe in any need for forbidden magics as long as proper teaching and ethics are established, to which he again calls out the magisters of the Mystran faith.

Excerpts from later editorial pieces on the subject are scathing and opinionated, while drawing on the hype of recent events and a long history of magical irresponsibility:

    "The Island of Amia has historically always had an apparent foundation of worshipers who are exclusively Mystran, even if there is a deficit of divine service amongst them. The Mystran clergy spreads themselves too thin in attacking problems that are none of their business, and instead of teaching and instilling the ethics of magic and responsible use, they flagrantly use the weave.

    In the recent year, we saw the taint of the Arcanum infiltrate the capitol of the Mystran Faith, the former Mystran Monolith, and steal away many students and worshipers of Azuth and Mystra to worship the false teachings of Colin Reyes and the folly of Karsus.

    The reason for this phenomenon is squarely the fault of the Mystrans who have failed our young magisters, and even our elder magicians, and anyone who desires to learn and appreciate magic for what it is. What happened to the Mystrans whom granted scholarships, safe haven, and nurturing instruction to our island? Knowledge to do and act well with the power they have been given is lacking, and has been for some time.

    We have a populace that has been given instruction and tools--even young children and people who cannot use the art can explain the use and components of Legend Lore, Scrying, and so on... But they cannot explain ethical use of magic. When too much is too far. Where have our Mystrans gone?"




The article, popularly titled after its publication as "Where Have Our Mystrans Gone?" causes the Mystran community, and even some Azuthians become irrate and whipped into a small frenzy in their studies. Private and solitary research which has become the normative behavior for many is cast aside. The few that are left come together for the first time in years.

And so begins the foundation of an idea, and the creation of a curriculum, for a new Academy of Magic.

Only nearing a month after the original editorial piece "Where Have Our Mystrans Gone?" was printed in the Oghman scholarly journal, the Mystrans and Azuthians respond with some gusto.

The Mystrans and even the usually reserved Azuthian community fire back with their own newsletter, decrying the slanderous attempts to discredit the dedicated magicians who, in fact, have reared several ethical magicians. The newsletter, which does not have a title, but rather carries a very formal header representing a firm of mages which has the means to print such a piece, expresses the adversity they have suffered against during the would-be reign of Collin Reyes.

While disaffection is quite evident in the island-wide published newsletter, available in all your major cities, the firm of magicians expounds on their previous statement by stating they will not suffer against adversity any longer. A follow up newsletter is printed announcing the establishment and preparation of an academy for mages to be accepting students for the Late Winter Semester.

Certainly enough, as attention gets drawn to the project, it is announced that the location will be at the Lowlands Delta in the building formerly leased by a dissolved faction.

While the Lowlands Delta is technically a Cordorian holding, the unfortunate reality (which has been shrewdly seized by the firm of mages) is that in its current state, Cordor does not have anyway of enforcing their ownership of the Delta that would be necessary to prevent such a move. For a sizeable sum, the bureaucrats who manage Cordor's land holdings reluctantly agree to a long lease, and surrender a copy of the land title. The Cordorian bureaucrats breath out a sigh of relief, however, as they are more able to focus on the more lucrative expansion of their Skullcrags territory, Gulorand.

The shrewd business move orchestrated by the firm of magisters is lauded and praised by local merchant guilds, Waukeenar faithful, and business enthusiasts.

Despite the shrewd and controversial business move, no evictions take place against the firm of mages as they continue to adapt into their new building; similarly, no evictions are levied against the few settlers that remain in the beleaguered Delta community. Instead, protest occurs in Cordor against the responsible bureaucrats and certain other watchdog sources within the city's Waukeenar populace call the veracity of the arrangement and lease into question, given no Cordorian forces have been in the Delta in some time.

Business insiders cite that the venture to seize the land that Cordor annexed was bound to happen, as Cordor has an extensive history of being unable to keep the lands it seizes by being too ambitious:

    "Cordor is in a very fragile, fragmented and weakened state right now after the war. The separate districts of the city cannot agree, and there is no consistently cooperation between them. With the new elections and everyone getting accustomed to their offices and their new leadership. Cordor suffered so many causalities during the war, as well, leaving no spare hands to prevent this kind of move.

    Even if Cordor may have not wanted to give up the land, at least they did make out with a decent settlement for the land, which is more than any other settlement can say when they have been in a land confrontation with Cordor. Usually it ends up with a skirmish and the land being seized through military prowess. That becomes a problem when you no longer have an extensive military to boast. But as far as everything being legal, as far as the courts are concerned anyway? The arrangement is within the law, and pretty much unable to be disputed. Shrewd, yeah, but impeccable under the letter of the law." - Arthur C. Gerrin, Tax Attorney at Cordor Parcel Service.

As the Academy is past due for its opening, the rumor mill begins to get excited at the promise of a potential scandal.

It becomes alive and well in gossip along the Western Coast from Cordor to Kohlingen, and even inland to Bendir Dale that Cordor is contesting the sale of the Delta and still claiming it to be legitimate Cordorian territory, even as no troops have been garrisoned there for over a year, and in that time, about four other groups have settled there, including the Jergali priest, Feric of the Sahalarka. Some local advocates for cleaner wetlands and wildlife preservation snort at Cordor suddenly caring about the land they have turned into a sewage outlet, making the water at the Delta wrought with parasites and causing tapeworm infections and cholera, typhoid, and dissentery in several wetland birds and some travelers foolish enough to take a drink.

The attention drawn by these claims from wetlands advocacy groups and the conflict over the Delta attracts the clerics of the Salandran Temple, and newsletter is published within a few days by Temple Mother Victoria corroborating these findings and stating the lack of sanitation and gross neglect of attempts to dispose of fecal matter and sewage from Cordor for years:

Mother Victoria on Delta Infectious Diseases and Parasites wrote:
"[...]the condition of the water and wetlands at the Lowlands Swamp and the Delta where the water flows out to the ocean is awful quality. In forty-six of fifty samples taken by the Salandran Temple acolytes dangerous parasites such as tapeworms were recovered, along with animals collected showing signs of the infectious diseases typhoid, cholera, dissentery. The source of this is the sewage from Cordor, freely overflowing into the swamp at a submerged sewer grate, which is consider ground zero for the infections and parasites. An acolyte who went down into the sewage grate to inspect it, was immediately attacked by a large parasite we are now calling "Parasite Zero" who we believe is breeding all other parasites. Extreme caution is advised going through the swamps. Any open cuts should be covered, socks should be swapped out regularly, and all equipment coming in contact with infected swamp water should be treated with tumeric power, pure alcohol and left to dry for at least one day by a fire. By no means should anyone ingest this tainted water if they value their health[...]"


In Cordor, the more educated Cordorians and those on the up-and-up begin sending letters to the Office of Public Health, Safety and Welfare, asking about the legitimacy of this medical newsletter from Mother Victoria, and wondering if their water is safe to drink, water with, and give to their livestock. They also ask about if the the giant parasite in the sewers is real, or is just an urban legend. Others ask what the Ministry is going to do about the sewage flowing into the swamp now that Minister Andrew Fryar has taken office. The letters number about seventy-five from concerned citizens.

Young teenage boys, intrigued by the rumors of the giant parasite decide to go and seek it out--the prospect of slogging through miles of sewage not a deterrent whatsoever for the incorrigible youths. Visits to the city's southern clinic skyrocket overnight as over a dozen children are brought in with signs of aforementioned infectious diseases, creating a small and localized epidemic, treated swiftly with cure disease spells and either firm tugs on the ear as parents drag them to the clinic, or red bottoms from the whippings the children get at home.

As rumors fly around the coast from Cordor to Kohlingen about the increase of tensions between the Mage Academy claiming ownership of the land and Cordor refuting the claim, an article is published by a handwritten newsletter called The Bitter Coast Bugle with a post-office box at the Wharftown cart stop and courier outpost. The newsletter, which usually has a very small readership, suddenly boasts readership in numbers of over six hundred, and the initial thirty copies of their article (which was sent to their subscribers with a loose three or four around local taverns for passersby to read in outhouses and at bar counters) suddenly sell out, forcing the Bugle to take some of their scribes off layoff to meet the demand for newsletters. The article, which reaches major settlements along the West Coast only reads as follows:

How Long is Cordor's Doorstep?

Following rumors of an impending march on the Lowlands Delta by the City of Cordor, the Bugle has discovered there may be more to this hearsay that just morning gossip amongst the gals.

Rumors were bound to flow from about Cordor's thirst and hunger for imperialistic endeavors back up the Western Coast after recalling a long history of both fresh and old instances of Cordor's threats of annexation, and when the threats were made good upon, stemming from even the earliest days of when Cordor transitioned from a sleepy fishing village to the populous port city it is today; however, sources have confirmed that Cordor is at it again, and this time, is setting their sights on the Lowlands Delta once more and threatening the safety of a recent Mage Academy waiting to open up their doors.

Sources in Cordor confirm the Cordor government is contesting the legitimacy of the claim to the land, which reportedly took place behind closed doors or under the table, and are calling it a fraud and a scam; and the wayward clerks who perpetrated the scam are now in custody and awaiting trial, though are expected to have much less than a quick and speedy trial and may not see their day in court for some time due to a lack of court staff and clerks since many have fled to avoid corruption charges for their service during the Commonwealth government, which has now been voted out and replaced with a new Republic of Cordor.

The major contention about this deal and the alleged fraud is who owns the land. Cordor is reportedly unable to furnish their own title or documents to the land that some sources claim would not be sufficient to prove ownership in a fair and unbiased Court of Law, while others believe it is enough to establish that, at the very least, Cordor once had claim to the land as an unused military outpost, which instead attracted people to settle on the unused, and some may say, unclaimed land. It has been reported that the title and documents that the proclaimed owner of the land (one of only two residents currently known to be staying at the property) is in possession of are being declared false by Cordor, despite being able to reliably prove otherwise.

Local cart drivers who travel the coast line from Cordor to the Delta to Wharftown to Kohlingen claim that the land has been unoccupied by Cordor men, garrison, and has lacked any indication of Cordorian jursidiction. Rather, they have seen a trading company set up shop, a small refuge station, and even before that, a casino reportedly run as a cover business for the notorious Black Flag, aka the Federation of Legal Amian Gambling, before being rebranded as the Golden Phoenix. The Golden Phoenix casino was, however, destroyed by reavers and Cordor came to the aid of the Delta, and it is believed Cordor has attempted to assert they have owned the land since their brief use of the land as a military outpost. This did not stop the aforementioned businesses from setting up on the Delta, without Cordorian intervention. The Mage Academy is the first to be approached by Cordorian officials, and the first to be threatened with military action.

The headmaster of the Mage Academy, which is now lagging behind about three weeks from its intended opening day, Mister Richard L. Anderfall, declined to give a statement about the City of Cordor threatening his safety and physical wellbeing, as well as that of the one other wizard staying with him, aside from confirming that Cordor had threatened military action, but had promised to not pursue it until negotiations have concluded; negotiations which, it seems, have been broken down at each meeting thus far. Anderfall went on to say that if negotiations were not fruitful and Cordor did march on the Delta, he would not fight back but is not intending to back down to the threat of an armed military.

A source who wishes to remain anonymous claims he overheard an initial meeting between Speaker of the Council and Minister of Public Health and Welfare threatening to come after this one man and his gnomish colleague with an entire army, which is later added on to by other anonymous sources, who claims Governor Corinn Aldaine agrees with this course of action.

Governor Aldaine and Speaker Fryar, who appear to be a power
couple in negotiating this deal has also been reported claiming that
the entire stretch of land from the coast to the exact location of the
Delta, a stretch over nearly four, or even five miles, or an apparent
two hour's march for a military battalion, is the doorstep of Cordor.
This arbitrary system of deciding Cordor's doorstep appears to be a form of hamfisted, closehanded, and perhaps even iron-handed posturing and and a prideful attempt to add legitimacy to Cordor's claim to enforce their jurisdiction beyond boundary lines. Political analysts criticize the move as a gross over-expenditure of her power, as neither she or Speaker Fryar, who is said to support the move, have any grounds to make this claim on their own, and even less to enforce it as a rule without input of the whole council. Political analysts have called it "a disgraceful use of tact for this type of negotiation where peaceful and benevolent resolution is possible" and warn it sets a dangerous table for the Republic of Cordor should they ever need to come into negotiations with another entity themselves.


Governor Corinn Aldaine has reportedly surpassed her
authority as a single governor of the Republic of Cordor by
claiming the entire stretch of land to the Delta, into addition
to the Delta itself, as Cordor's doorstep in a controversial
attempt to add legitimacy to Cordor's claim that they should
own the Delta and force their jurisdiction on the Academy.
Speaker Fryar agrees, sources claim.


It has been additionally reported that the Governor of West Cordor Gerald Edmund arrived
at the Delta Mage Academy with two armed guardsmen and a woman who has been identified
as Cordor citizen Nosdivan, who has dual citizenship in the foreign Jarldom of Arsant Wiltun, Ruathym.
According to the established timeline, this has occurred before any official negotiation began
with the Republic of Cordor, but is rumored to have been a personal visit by the Governor of
West Cordor for his own reasons and agenda without consulting the rest of the Republic.

Do all of the hands in Cordor know what the other is doing? and just how long is the doorstep of Cordor?"
