Not sure what the purpose is, but when being a spellcaster with an Int or wis helm is just a pain and you end up putting them back on as soon as you click on the gate so don't really see a purpose to this.

I would think the purpose is an IC one meant to allow gate guards the ability to identify banned individuals and races.

^ That's the exact reason.

It can be a pain, but there's plenty of gear that lets you not have to wear int/wis/cha gear on your head. You could swap on a gear item to offset it, or a simple 100ish gold potion can help to fix it, too, or cast the stat-boosting spell.

Certain places, like Bendir Dale, Oakmist Vale, and Kohlingen, require the hoods and helms stay removed while inside the gates, as well.

If you can, use a potion to boost your int/wis/cha during the time you don't wear your helm. As long as you use it before you take your helm off you won't lose spells
