I seen this working pretty well on other servers. Since I been out of the loop, I wonder if this ever been poked at around here.
I think it is a valid thing to have for people, like me, who do not really enjoy dungeons that much. A minor sum of exp for being in RP. I bet some would say Dream Coins would be that part but I haven't seen one in a while (not that I been active for more than a f ew weeks although) But I morely point towards getting a minor sum of RP EXP so you can level up without having to wack 200000 giants on the head and without having to be lucky with a Dream Coin, DCs are worth so much more anyway than exp.
Has this ever been considered?

It has been brought up several times. I truly wish it could become a reality. Even minor amounts of xp for actually roleplaying would be beneficial. Concerns of abuse were the main reason for lack of implementation. I too would rather roleplay and socialize/plot/create/etc than kill zillions of giants. Grinding is a slog, roleplaying is why we're here.

As far as I know, the XP/DC rate that the conversation and the forum has is outdated. Its far more generous now as far as I know. A DM can fill me in on that.

From level 1-21 1 DC = 1 full level of XP. After that it's 2 DCs per level.

I would love to see some minor exp just for plain RP. Since Dream Coins is a bit...well not always easy to get. It do takes a DM right?

Yeah it was around five per and now it's one per or two per. Really makes a huge difference. You can take a break from the grind and still make some progress in leveling. Getting Dreamcoins is still the same, it's just spending that's been changed.
