A separate letter each arrives for the following Underdark leaders. Although each letter has the exact same contents, each letter was obviously written separately:
Cheif Meonyc of the Lens to the Svirfnevlin Home
Representative Quevaonan Zau'tar to House Zau'tar
Cheif Kagror of Clan Kheledan to the Duergar Home
Chieftan Strug to the Orog Home

As you may know there is yet another plague running rampant in the wastelands above. As a courtesy I am informing our esteemed neighbors of this plague and of our committment to keeping our homes free from it.
In order that there are no misunderstandings I shall inform my patrols to confirm the home location of all races found lurking in the underdark. Should they be of your peoples then they will be treated with the usual respect.
Otherwise, my patrols will be quarentining all others.
Also, I have informed my patrols to work with all underdark races in these patrols since this plague affects us all. Our cooperation in this instance ensures our mutual plague free existance.

A letter finds it's way by means of a messenger dressed in the livery of House Zau'tar. The messenger humbly and quietly waits at the Temple until such a time that he is able to hand over his small parcel to the Ul'ath'taller herself.

The Ul'ath'tallar returns from target practice in some underdark location with a slightly more than usually tattered Mummy in tow. She hands the large crossbow to a nearby Spider Guard to accept the package.
