It needs some research, but the most simplest solution is to buy ten to twenty Bags of Holding from the Brogdenstein Gauntlet and donate them to the Spider Bearer which will cost a lot of gold.

I have procured 12 Bags of Holding from the Gauntlet, meaning we'll be able to ship about an extra 72 units of resources on the Spider Bearer.

Ulviir hears about the commander's questions around the docks and informs him himself on the first occasion they bump into each other.

"They haven't left the island, No. The agreement was to have the three (3) shipwrights help us with our three (3) barges and turn them into ships. So far only one (1) has been completed and thus they are still bound by their contract.
They are quartered in the living areas of the general populace and have been taken care of generously. "
