    -The active effort to learn new skills and better them self, and help their fellow Citizens in that same pursuit.
    -Adhere to the Laws.
    -Work and Live within the Enclave. Dual or absentee Citizens are not permitted.

The Living City is a community. We may be a community of the ambitious or misunderstood, but a community nonetheless. We will stand together or fail. For many of us, this is the last chance to make a decent life for ourselves, and everyone is encouraged to embrace the opportunity, and even try to find a grim sense of humor about our spooky home. I won't be tolerating Citizens that disrupt our haven. Currently, there are three ways to earn Citizenship.

The first is to join the Living Guard under High Captain Edmund.

The second is to join the Magisterium Mortis under High Arcanist Blackwater.

And finally, the third is to submit the following application to me.

That application entitles you to a personal interview with me or the Magistrate, where you will be assigned living space and whatever tools or shopfronts you require to pursue your craft. More importantly, we will discuss your potential, and what the Living City can help you become. Children are eligible to apply for Citizenship on their 13th nameday. Before that, they are considered the responsibility of whomever brought them into the City. Children are expected to have all of their needs met by their guardian, and more importantly, given a proper education of some sort from the ample resources of the City. Children with inadequate guardians will be reassigned at the Voice's discretion.

By the will of the Council of Hands, all the applicants for citizenship must correctly answer the
following set of questions. The answers are to be delivered to the High Arcanist Lucius Blackwater.


Citizenship test of the Living City

    1. Who is the founder of Tarkuul?
    2. Who is the final arbiter in the Living City?
    3. Name the districts of Tarkuul.
    4. Who are the members of the Council of Tarkuul and what are their roles?
    5. How many Laws exist in the Living City?
    6. What are the two main factions in the Living City?
    7. What is the purpose of the Magisterium Mortis?
    8. What is the purpose of the Living Guard?
    9. Who are divine patrons (deities) of the Living City?
    10. What is the proper course of action for bringing a slave into the city?
