A series of message boards are being placed in all major settlements and regions in Khem, Nes'ek, Hasrabet, Djedet, Khalem, the Oasis and even the tropical island. Some of them are made of wood with papyrus scrolls nailed upon them, other boards use dried skin and something to write on it for messages.
A decreet of the Eight is being posted in Hasrabet and continuously south.

Em-hotep tourists of the distant lands.
You now enter the sand where the Eight hold authority. Foreigners, who do not respect the customs of this land or bring suffering to the people of Khem, will invoke our wrath.
Do respect us, we respect you. Do argue with us, suffer the consequences. This is not Amia.
I) Looting the Temple of the Eight:
The temple of the Eight is one of the most sacred sites. We will not restrain adventurers from traversing to the Alambar Sea, nor will we ask individuals who wish to pay respect or research our culture to leave it. But should one individual found to loot sacred relics of the Temple, his hands shall be removed.
II) Creation or summoning of undead, black necromancy:
Individuals who are found to use black necromancy, and in the worst case, to summon or create undead on the soil of Khem, will be persecuted by the servants of Osiris with utmost violence. By spoken agreement, the church of Kelemvor may also act on the sands of Khem to detain necromancers. Be warned.
If you wish to communicate with the servants of the Eight, need escort or prayer before battle, make your inquiry in Djedet.

A bear shouldered Mulan male can be seen putting up notices on Papyrus. Papyrus rolls bearing the seal of the Whitecrown are sent to the temple of Lathander, Hoar and Delivered to a representative of Kelemvor.
Vigilantes are not tolerated in the settled areas of Khem, without first being cleared by the temple of the Whitecrown. Any unsanctioned vigilante, mercenary or insightful behaviour on the part of the so-called Lords of War will now be considered a Hostile Action towards the Truly faithful.

A notice would be pinned up in a few visible places in Nes'ek, each one is marked with the same wax seal at the bottom:

I am writing to you in the matter regarding the brawl between the orcblood Bekenkhonsu and guardsman Gyasi. After speaking to Bekenkhonsu about the matter it is apperent the guardsman uttered insolence and heresy directed at the godpharaoh himself, again.
I have concluded that both acted unhonourable under the watchful eye of the godpharaoh and decreed that both are to run thirty rounds in full backpack around the town of Djedet, together. Maybe through this both will reflect upon their actions. They may choose the time of day to do so.
I am confident cooperation between the clergy and the guardsmen will improve given enough time to adapt.
