In lieu of creating a counsel of lay-members Mahir Ramathant, in his wisdom thought best of a compartmentilization procedure in the politics of the town. Here lies the bulk of the idea.

Magistrate- The equivalent of Governor of the Colony or the Mayor of a City. The Magistrate has the absolute authority over all matters and has the ability to override or veto any votes made by the council or the Shemsu. The Magistrate answers only to the Pharoah.

The 5 positions of the Tetrach
The leader of these is the Arbitrator. The others are all inherently different but equal.

Arbitrator- The arbitrator is the chief judge and lawmaker of the settlement. He oversees the creation of laws and assures they are carried out. His major duty also entails providing justice for the people of the settlement. He protects the Ma’at and insures others follow it as well. The Arbitrator votes in case of a tie and chairs the tetrarch.
Sekhry- The Sekhry is the captain of the guard, the chief of all military matters. It is his job to train the military that the settlement is stays safe. He is entitled to take military action but not to declare war. He leads the army into combat and may be removed for lack of morale among troops or incompetence.
Vizier- The Vizier is one that oversees. The Chief Administrator. It involves the collection of taxes, overseeing agriculture, trade, and all forms of commerce. The job involves directing the activities in the Khalem and within the city itself. The Vizier is involved in assuring all the people of the city have a high standard of living.
Imakhu- The Imakhu is the chief religious officer of the establishment. This can be served by any cleric with enough skills to do the job asked of promoting all eight of the faiths and assuring the wellbeing of the citizens. They must be prepared to initiate funeral rights as well as prayers for the widowed or to heal wounds at a moments notice. They are the combination of the Wa’eb administrative priests and those of the Netjer who lead worship.
Envoy- The Envoy is the position that entails treating and declaring war upon other entities. The dignitary is to uphold the beliefs and customs of the Mulhorand people at all times and through their interactions. The Envoy represents the township of Djedet in matters dealing abroad. The Diplomat


Shemsu
The Shemsu shall consist of any free person who pays their tithe of 10 percent of all earnings. The Shemsu is the assembly of citizens who may vote. While citizens may attend the Shemsu Assmebly, they may not vote during this unless they are up to date on their taxes. The Tetrach members and magistrate also have a vote and one of the Tetrach or magistrate must be in attendance and run the meeting of the Shemsu.

All freepersons may vote to ratify or remove laws as well as removing members from the Shemsu.

The Shemsu may vote to ratify ore remove laws, remove members from the Shemsu, remove members from the Tetrach. They may vote in the Shemsu Assembly about the items brought up in the agenda.

The Tetrach hold all rights of the positions below them and they vote in the Magistrate and may remove the leader from the position. The Tetrach must pen items onto the agenda, these ideas may come from outside sources but must be allowed by a Tetrach member.

The Magistrate holds the authority to overturn all rulings except those involving the adaptation of law, the removal of law and the removal of persons from positions.
