A message is delivered, addressed to Mikal Blacksword in the care of a messenger from House Avadon of Wiltun.

Mikal,

It has been decided that we shall allow the portal to remain open for the time being. While we shall allow the portal to remain open for now, the mage, who tends it, is under orders to close it at the first sign of hostiles. Therefore, any seeking to escape the threats to that region, best do so before death is upon them. His Grace has decreed this so that no Wiltun folk may suffer any attack as a result of wars in which we were not a provocating party.

As for the Mulhorandi who seek the safety of the jarldom in the chance that they choose to make these lands their home of refuge. They will be required to swear fealty to his Grace, and will be afforded no special dispensation beyond his protection. We will not be giving them charity. Should they decide to make our lands their home, they must swear and will then be relocated to Ceyren's Mill to live peacefully with the citizens of Caraigh. (Many Mulhorandi who come for trade and travel already reside within the Jarl's holdings, so this is not uncommon.) Those unable to pay for housing or otherwise make their own accommodations will be invited to join the military of his Grace. We consider this an extended privilege, as by inviting these foreigners onto our soil, we also invite the ire of their gods who wish to destroy them.

Those seeking to pass through our lands for the safety of Kohlingen must remit ten percent of whatever wealth they possess, as judged by the servants of his Grace. Be it coin or material goods. Those unable to offer anything of worth may either swear to the jarl, or return through our portal. His Grace shall show his mercy on the very young, and very old, and allow these to pass without any remittance. Again, we take undue risk by aiding those hunted by the gods. These funds will appropriated to our military.

The subjects of his Grace who travel or do business in the foreigner's lands may return freely. Though, it is my suggestion that those seeking refuge or safe passage declare their intent and make their way soon. We have received no word or formal request for aid from the people of Khem, so these offerings of good will have been given so that we might mitigate the risks in extending a helping hand.

Such is the will of Lord Arsant, and my House prays for safety over your people and victory over your enemies. Send word when Lady Sineela has reviewed this offer and let us know where you stand.

Mikal would inform Si'Neela and his personal wish to conduce the refugees from Ne'sek to Caraigh, passing Wiltun, if possible. He would be waiting on her answer.
