Article I: Citizenship of the Commonwealth


I. Citizenship of the Commonwealth is defined as a legal and administrative state that may be inferred upon any and all candidates for Citizenship of the Commonwealth that confers upon the holder any and all rights and any and all duties of Citizens of the Commonwealth as defined by Act II and III of the Foundation of the Commonwealth, respectively.

II. The procedure by which a candidate may gain Citizenship of the Commonwealth and any and all alterations to this procedure must be approved by majority vote of the Council of the Commonwealth.

III. Citizenship of the Commonwealth may be inferred upon any and all candidates solely by the Census, subject to the authority of the Council the Commonwealth, or by majority vote of the Council of the Commonwealth.

IV. Citizenship of the Commonwealth may be revoked by conviction by a magistrate of the Commonwealth for any and all crimes where revocation of Citizenship of the Commonwealth is held as penalty.

V. Citizenship of the Commonwealth may be revoked by majority vote of the Council of the Commonwealth.


Article II: Rights of the Citizens of the Commonwealth


I. Any and all Citizens of the Commonwealth holds right to vote for one candidate per open seat on the Council of the Commonwealth through popular election.

II. Any and all Citizens of the Commonwealth holds right to form an assembly while the assembly is registered with an Assembly of the Commonwealth relevant for the purpose of the assembly and while and the purpose and operation of the assembly does not conflict with the Commonwealth’s laws. If the assembly is proven to violate the laws of the Commonwealth the assembly may be disbanded by majority vote of the Council of Ministers and considered evermore an illegal entity within the Commonwealth.

III. Any and all Citizens of the Commonwealth holds right to freely speak their opinions while doing so does not inspire acts against the laws of the Commonwealth.

IV. Any and all Citizens of the Commonwealth holds right to request trial upon being charged with a criminal violation.

V. Any and all Citizens of the Commonwealth holds right to legal counsel for the duration of the process of law.

VI. Any and all Citizens that are charged with a violation of the law holds right to receive in writing in a language of the accused's proficiency the full extent of all open charges placed upon their person within twenty (20) hours past the time where any charges are placed.

VII. No Citizen may be charged multiple times with the same criminal offense.

VIII. No Citizen of the Commonwealth may be convicted without due process of law and trial while having declared a request for trial.

IX. No Citizen of the Commonwealth may not be held in custody for a duration greater than 72 hours without being brought before a magistrate of the Commonwealth, without the written authorization of a magistrate of the Commonwealth.

X. Any and all Citizens of the Commonwealth holds right to valid and legal claim of ownership of property both personal and estate where such property’s ownership can be proven by deed of ownership or proof of purchase.

XI. Any and all Citizens of the Commonwealth holds right to claim any privileges of marriage and parentage granted by the Commonwealth while such marital or parental status has been registered with the Census.

XII. Any and all children of two Citizens of Commonwealth holds the same legal rights as their parents with the exception of Article II.I and Article II.II until the age of 17 (or non-human racial equivalent where applicable), whereupon they are granted the right to apply for independent citizenship of the Commonwealth. No children of two Citizens of Commonwealth under the age of 17 holds the duties applicable to all Citizens of the Commonwealth.

XIII. Any and all Citizens of the Commonwealth holds right to forgo any benefit or protection granted by the Foundation of the Commonwealth or the articles and clauses of the law of the Commonwealth.

XIV. Any and all Citizens of the Commonwealth holds right to submit motions of law and governance to the Council of Ministers for review, via the Assembly of the Commonwealth most relevant to the motion.

XV. Any and all Citizens of the Commonwealth holds right to declare candidacy for any and all open seats on the Council of the Commonwealth.

XVI. Any and all Citizens of the Commonwealth holds the right to request employment within one of the registered assemblies of the Commonwealth.


Article III: Duties of the Citizens of the Commonwealth


I. Any and all Citizens holds the duty to pay taxation to the Treasury of the Commonwealth in accordance to the taxation policies determined through majority vote of the Council of Ministers.

II. Any and all Citizens holds the duty to assist the greater Commonwealth in times of need, and serve in conscription or support when called upon to do so by the Council of Ministers, or by a Captain of the Watch or General of the Watch during a declared state of emergency.


Article IV: Principles of Law of the Commonwealth


I. Any and all who enter the territory of the Commonwealth are subject to the laws of the Commonwealth while they remain within the territory of the Commonwealth.

II. No article nor clause of the laws of the Commonwealth may contradict or conflict with the articles and clauses of the Foundation of the Commonwealth.

III. Any and all acts and articles and clauses of the laws of the Commonwealth and the Foundation of the Commonwealth must be made available for review to any and all.

IV. Any and all alterations of the acts and articles and clauses of the laws of the Commonwealth must be recorded within the articles and clauses of the laws of the Commonwealth to be held as valid and legal.

V. The agenda and date of any and all planned Council meeting, excepting emergency sessions of Council, must be publicly announced no later than 72 hours before the Council Meeting begins.

VI. A Council session is only held valid and legal when at least half of the total number of Councilors of the Commonwealth or their valid and legal representatives, rounded up to the nearest integer, are present within the Council session.

VII. Any and all individuals may only represent a Councilor of the Commonwealth or Chancellor of the Commonwealth within any and all Council session and claim authority to vote on any and all motions with the written consent of the Councilor of the Commonwealth the individual claims to represent.

VIII. No Councilor of the Commonwealth nor valid and legal representative of a Councilor of the Commonwealth may be denied participation in a Council session.

IX. Only a motion that is approved by majority vote of “Yay” by the total Council of the Commonwealth or its valid and legal representatives in a declared and recorded Council session shall be held valid and legal as laws of the Commonwealth.

X. While a motion receives a majority vote of “Delay” by the total Council of the Commonwealth or its valid and legal representatives in a declared and recorded Council session, the motion shall be placed into deliberation for a duration no greater than one month, during which the motion may be altered and presented anew.

XI. The results of any and all votes undertaken by the Council of the Commonwealth must be made publicly available within a time of twenty (20) hours from the end of the Council session.


Article V: The Council of the Commonwealth


I. The Council of the Commonwealth holds the sole authority to create and alter and remove any and all articles and clauses of the laws of the Commonwealth, subject to the Act IV of the Foundation of the Commonwealth.

II. At any time there must be a number of seats on the Council of the Commonwealth equal to (C/1000)^0,5 rounded up to the nearest integer, where C is the total number of registered Citizens in the Commonwealth.

III. Any and all Councilors may only hold valid and legal claim to a seat on the Council of the Commonwealth through majority vote of all Citizens that cast their vote during popular election for the respective seat on the Council of the Commonwealth.

IV. Any and all Councilors of the Commonwealth may hold valid and legal claim to a single term of five (5) years while they this claim is not invalidated trough majority vote of the Council of the Commonwealth.

V. Any and all Councilors of the Commonwealth who have held valid and legal claim to any and all seat on the Council of the Commonwealth for a full term of five (5) years lose their valid and legal claim to any and all seat on the Council of the Commonwealth.

VI. Any and all Councilors of the Commonwealth who have held valid and legal claim to any and all seat on the Council of the Commonwealth for a single full term of five (5) years may announce candidacy for re-election during open election.

VII. No Councilor of the Commonwealth may serve more than two terms of five (5) years each.

VIII. No Councilor of the Commonwealth may hold valid and legal claim to more than one seat on the Council of the Commonwealth simultaneously.

IX. Any and all Councilors of the Commonwealth may be removed from any and all seat on the Council of the Commonwealth and lose all legal and valid claim to any and all seat on the Council of the Commonwealth trough majority vote of the Council of the Commonwealth.

X. While the Council of Ministers does not convene for a valid and legal session of the Council for a duration of 6 months or longer, any and all Councilors and any and all Chancellors lose their valid and legal claim to seat on the Council of the Commonwealth.

XI. Councilor Voting Rights
i. Any and Councilors of the Commonwealth of the Commonwealth holds valid and legal right to one vote on any and all motions presented within any and all legal and valid sessions of Council.

ii. Any and all vote on any and all motions presented within any and all legal and valid sessions of Council must be made as Yay or Nay or Abstain or Delay.

iii. Any and all vote of “Yay” shall be held as approval of the motion upon which the vote is conducted by the Councilor that placed the vote.

iv. Any and all vote of “Nay” shall be held as disapproval of the motion upon which the vote is conducted by the Councilor that placed the vote.

v. Any and all vote of “Abstain” shall be held as abstinence of the motion upon which the vote is conducted by the Councilor that placed the vote, and shall be held as neither approval nor disapproval.

vi. Any and all vote of “Delay” shall be held as disapproval of the motion upon which the vote is conducted under its current form and shall be held as the demand for further deliberation by the Councilor that placed the vote.

XII. Chancellor of the Commonwealth
The Chancellor of the Commonwealth is subject to all articles within Article V of the Foundation of the Commonwealth, with the following additions:
i. At no time may more than one Councilor hold valid and legal claim to the title, duties and authority of Chancellor of the Commonwealth.

ii. Any and all Chancellor of the Commonwealth may valid and legal claim to the title, duties and authority of Chancellor of the Commonwealth only when elected as Councilor of the Commonwealth by popular election and as Chancellor by majority vote of the Council of the Commonwealth.

iii. Any and all Chancellor of the Commonwealth holds duty to organize and head the Council sessions and maintain orderly conduct within the Council session.

iv. Any and all Chancellor of the Commonwealth holds duty to inform the citizens of the Commonwealth of the motions presented during the Council sessions and the outcome of any and all votes during the Council sessions, while such does not present a security risk to the Commonwealth.

v. Any and all Chancellor of the Commonwealth holds the duty to act as primary representative of the Commonwealth in diplomatic engagements with any and all foreign realms.

vi. Any and all Chancellor of the Commonwealth holds one additional vote in addition to the Councilor’s vote on any and all motions presented within a Council session in the sole event of a voting tie within the Council of the Commonwealth, whereupon the Chancellor may cast his vote to break the voting tie within the Council of the Commonwealth.

vii. Any and all Chancellor of the Commonwealth may be removed from the seat of Chancellor of the Commonwealth and lose all legal and valid claim to the title, duties and authority of Chancellor of the Commonwealth trough majority vote of the Council of the Commonwealth.

XIII. Advisors
The collective of Advisors serve as representatives of the Assemblies of the Commonwealth on the Council of the Commonwealth.
i. Any and all Advisor may hold valid and legal claim to the seat of Advisor and the specific title, duties and authority associated with the seat only when appointed trough majority vote of the Council of the Commonwealth.
ii. Any and all Advisor may hold valid and legal claim to the seat of Advisor and the specific title, duties and authority associated with the seat only while holding Citizenship of the Commonwealth.
iii. Any and all Advisor of the Commonwealth may be removed from the seat of Advisor and lose all legal and valid claim to the title, duties and authority of Chancellor of the Commonwealth through majority vote of the Council of the Commonwealth.

iv. Minister of Industry, Mercantile and Infrastructure
a. Any and all Advisor who is granted the title of “Minister of Industry, Mercantile & Infrastructure” holds the duty to represent the Ministry of Industry, Mercantile and Infrastructure on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “Minister of Industry, Mercantile & Infrastructure” holds the authority of full access to all activities and records maintained by the Ministry of Industry, Mercantile and Infrastructure while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the Ministry of Industry, Mercantile and Infrastructure.
c. At no time may more than one individual hold valid and legal claim to the title of “Minister of Industry, Mercantile & Infrastructure”.

v. Minister of Health and Public Welfare
a. Any and all Advisor who is granted the title of “Minister of Health and Public Welfare” holds the duty to represent the Ministry of Health and Public Welfare on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “Minister of Health and Public Welfare” holds the authority of full access to all activities and records maintained by the Ministry of Health and Public Welfare while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the Ministry of Health and Public Welfare
c. At no time may more than one individual hold valid and legal claim to the title of “Minister of Health and Public Welfare”.

vi. Pontifex
a. Any and all Advisor who is granted the title of “Pontifex” holds the duty to represent the College of the Divine on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “Pontifex” holds the authority of full access to all activities and records maintained by the College of the Divine while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the College of the Divine.
c. At no time may more than one individual hold valid and legal claim to the title of “Pontifex”.

vii. Rector
a. Any and all Advisor who is granted the title of “Rector” holds the duty to represent the College of the Arcane on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “Rector” holds the authority of full access to all activities and records maintained by the College of the Arcane while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the College of the Arcane.
c. At no time may more than one individual hold valid and legal claim to the title of “Rector”.

viii. Censor
a.Any and all Advisor who is granted the title of “Censor” holds the duty to represent the Census on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “Censor” holds the authority of full access to all activities and records maintained by the Census while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the Census.
c. At no time may more than one individual hold valid and legal claim to the title of “Censor”.

ix. Treasurer
a. Any and all Advisor who is granted the title of “Treasurer” holds the duty to represent the Treasury on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “Treasurer” holds the authority of full access to all activities and records maintained by the Treasury while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the Treasury.
c. At no time may more than one individual hold valid and legal claim to the title of “Treasurer”.

x. Tribune
a. Any and all Advisor who is granted the title of “Tribune” holds the duty to represent the Tribunal on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “Tribune” holds the authority of full access to all activities and records maintained by the Tribunal while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the Tribunal.
c. At no time may more than three individuals holding valid and legal claim to the title of “Tribune”.
d. Any and all Advisor who is granted the title of “Tribune” holds the authority to hold the seat of judge during trials of Major Crimes against the Commonwealth.

xi. General of the Watch
a. Any and all Advisor who is granted the title of “General of the Watch” holds the duty to represent the Watch on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “General of the Watch” holds the authority of full access to all activities and records maintained by the Watch while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the Watch.
c. At no time may more than one individual hold valid and legal claim to the title of “General of the Watch”.
d. Any and all Advisor who is granted the title of “General of the Watch” holds the authority of supreme command of all elements of the Watch, subject to the authority of the Council of the Commonwealth.

xii. Marshal of the Army
a. Any and all Advisor who is granted the title of “Marshal of the Army” holds the duty to represent the Army on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “Marshal of the Army” holds the authority of full access to all activities and records maintained by the Army while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the Army.
c. At no time may more than one individual hold valid and legal claim to the title of “Marshal of the Army”.
d. Any and all Advisor who is granted the title of “Marshal of the Army” holds the authority of supreme command of all elements of the Army, subject to the authority of the Council of the Commonwealth.

xiii. Admiral of the Navy
a. Any and all Advisor who is granted the title of “Admiral of the Navy” holds the duty to represent the Navy on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of “Admiral of the Navy” holds the authority of full access to all activities and records maintained by the Navy while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the Navy.
c. At no time may more than one individual hold valid and legal claim to the title of “Admiral of the Navy”.
d. Any and all Advisor who is granted the title of “Admiral of the Navy” holds the authority of supreme command of all elements of the Navy, subject to the authority of the Council of the Commonwealth.

xiv. Knight Commander of the Law Knights
a. Any and all Advisor who is granted the title of “Knight Commander” holds the duty to represent the Law Knights on the Council of the Commonwealth and to attend any and all legal and valid Council session when called to do so by the Council of the Commonwealth.
b. Any and all Advisor who is granted the title of Knight Commander holds the authority of full access to all activities and records maintained by the Law Knights while such authority is exercised with the purpose of advising the Council of the Commonwealth and maintaining the official and declared objectives of the Navy.
c. At no time may more than one individual hold valid and legal claim to the title of “Knight Commander of the Law Knights”.
d. Any and all Advisor who is granted the title of “Knight Commander of the Law Knights” holds the authority of supreme command of all elements of the Law Knights, subject to the authority of the Council of the Commonwealth.


Article VI: Assemblies of the Commonwealth


The Assemblies of the Commonwealth are assemblies whose existence is guaranteed by the Foundation of the Commonwealth. The identity and purpose and authority of the Assemblies of the Commonwealth is described in Article VI of the Commonwealth Foundation. Following are the identity and purpose and legal authority of the Assemblies of the Commonwealth.

I. The Commonwealth Assembly of the Ministry of Industry, Mercantile & Infrastructure (Ministry of Industry, Mercantile & Infrastructure)

i. The Ministry of Industry, Mercantile & Infrastructure holds the duty to monitor mercantile activities and merchant guilds throughout the Commonwealth with the purpose of fostering stable economic growth.

ii. The Ministry of Industry, Mercantile & Infrastructure holds the duty to oversee the creation, operation and organization of any mines, lumber camps, farms, fisheries, workshops and any and all other undertakings of resource gathering and manufacturing that are registered as property of the Commonwealth.

iii. The Ministry of Industry, Mercantile and Infrastructure holds the duty to oversee the construction and maintenance of roads, bridges, walls, governmental buildings, sewers and any and all public infrastructure within the Commonwealth, with exception of penal facilities.

iv. The Ministry of Industry, Mercantile & Infrastructure holds the duty to hold vigilance against unemployment, and to encourage and provide employment of Citizens wherever and whenever possible.

v. The Ministry of Industry, Mercantile & Infrastructure holds the duty to advise the Council of Ministers on matters related to labor and mercantile.

vi. The Ministry of Industry, Mercantile & Infrastructure holds the authority to grant and revoke mercantile licenses and resource claims, subject to the authority of the Council of the Commonwealth.

II. The Commonwealth Assembly of the Ministry of Health and Public Welfare (Ministry of Health and Public Welfare)

i. The Ministry of Health and Public Welfare holds the duty to monitor any and all hospices and medical services within the Commonwealth.

ii. The Ministry of Health and Public Welfare holds the duty to monitor labor safety conditions within the territory of the Commonwealth.

iii. The Ministry of Health and Public Welfare holds the duty to hold vigilance against spread of disease and plague and to maintain supplies and contingencies in the event of outbreak of plague.

iv. The Ministry of Health and Public Welfare holds the duty to advise the Council of Ministers on matters related to public health and welfare.

v. The Ministry of Health and Public Welfare holds the authority to grant and revoke medical licenses, subject to the authority of the Council of the Commonwealth.


III. The Commonwealth Assembly of the College of the Divine (College of the Divine)

i. The College of the Divine holds duty to monitor religious and spiritual activity within the Commonwealth with the purpose of guarding the moral and spiritual well being of the populace.

ii. The College of the Divine holds the duty and authority to approve or deny and oversee the organization and conduct of public religious festivals, subject to the authority of the Council of the Commonwealth.

iii. The College of the Divine holds the duty to hold vigilance and Article by and within the laws of the Commonwealth against the presence and influence of undead and users of black necromancy within the Commonwealth.

iv. The College of the Divine holds authority over the College of the Arcane in all investigation into and operation against the presence and influence of undead or practice black necromancy, subject to the authority of the Council of the Commonwealth.

v. The College of the Divine holds the duty to hold vigilance and Article by and within the laws of the Commonwealth against the presence and influence of fiends and those who associate with fiends within the Commonwealth.

vi. The College of the Arcane Divine authority over the College of the Arcane in all investigation into and operation against the presence and influence of fiends or fiendish agents, subject to the authority of the Council of the Commonwealth.

vii. The College of the Divine holds the duty to advise the Council of Ministers on religious and spiritual matters and the potential presence and threat of undead, black necromancy, fiends and fiendish agents within the Commonwealth.

viii. Any and all religions present within the Commonwealth hold the right to enlist a pontiff within the College of the Divine, where this religion is not banished from the Commonwealth and where this pontiff holds Citizenship of the Commonwealth.


IV. The Commonwealth Assembly of the College of the Arcane (College of the Arcane)

i. The College of the Arcane holds the duty to monitor research into arcane spells and arcane devices within the Commonwealth with the purpose of ensuring the protection of the populace from arcane calamity.

ii. The College of the Arcane holds the duty to provide mentorship and training in arcane theory, rites and applied spell-casting to all Citizens that request such, with the purpose of ensuring proper guidance and discipline in the Commonwealth's arcanists.

iii. The College of the Arcane holds the duty and authority to approve and deny and oversee the organization and conduct of public arcane rites, subject to the authority of the Council of the Commonwealth.

iv. The College of the Arcane holds the duty to hold vigilance and Article by and within the laws of the Commonwealth against the presence and influence of undead and users of black necromancy within the Commonwealth.

v. The College of the Arcane holds the duty to hold vigilance and Article by and within the laws of the Commonwealth against the presence and influence of fiends and those who associate with fiends within the Commonwealth.

vi. The College of the Arcane holds the duty to advise the Council of the Commonwealth on matters related to arcane magic.

V. The Commonwealth Assembly of the Census (Census)

i. The Census holds the duty to gather and maintain accurate records and archives on all matters of importance to the Commonwealth, including but not limited to Citizenship records, criminal and judicial records and mercantile and diplomatic records.

ii. The Census holds the authority to grant Citizenship status, subject to the authority of the Council of the Commonwealth.

iii. The Census holds the duty to advise the Council of the Commonwealth on matters related to the archives and records of the Commonwealth.


VI. The Commonwealth Assembly of the Tribunal (Tribunal)

i. The Tribunal holds the duty and authority to monitor the courts and jurists and magistrates of the Commonwealth with the purpose of maintaining uniform judicial procedures and the collection, examination and dissemination of known precedents amongst the courts of the Commonwealth, subject to the authority of the Council of the Commonwealth.

ii. The Tribunal holds the duty and authority to oversee the construction, maintenance and administration of any and all penal infrastructure within the territory of the Commonwealth, subject to the authority of the Council of Ministers.

iii. The Tribunal holds the duty to advise the Council of Ministers on legal and judicial procedures and events.

VII. The Commonwealth Assembly of the Treasury (Treasury)

i. The Treasury holds the duty to maintain the collective budgets and financial assets of the Commonwealth per majority vote of the Council of Ministers..

ii. The Treasury holds the duty to maintain the Commonwealth mint.

iii. The Treasury holds the authority to mint Commonwealth coinage, subject to the authority of the Council of the Commonwealth.

iv. The Treasury holds the authority to implement and oversee taxation throughout the Commonwealth, subject to the authority of the Council of the Commonwealth.

v. The Treasury holds the duty to advise the Council of Ministers on matters related to the treasury, budgets and financial assets of the Commonwealth.


VIII. The Commonwealth Assembly of the Watch Companies (Watch)

i. The Watch holds the duty and authority to maintain public order and enforce the laws of the Commonwealth within the different settlements of the Commonwealth, subject to the authority of the Council of the Commonwealth.

ii. The Watch holds jurisdiction within the area of any and all settlements up to and including one league beyond the marked border of the settlements.

iii. Any and all members of the Watch, while they are not suspended from duty, hold the authority to charge any and all individuals with any and all violation of the laws of the Commonwealth, subject to the authority of the Council of the Commonwealth.

iv. Any and all members of the Watch, while they are not suspended from duty, hold the authority to detain any and all individuals within their jurisdiction, subject to the authority of the Council of the Commonwealth

v. Any and all members of the Watch of the Watch, while they are not suspended from duty, hold the authority to judge and process any minor offenses against the Commonwealth’s laws without the presence of a magistrate while holding to Article IV of the Foundation of the Commonwealth, subject to the authority of the Council of the Commonwealth.

vi. Any and all members of the Watch must be registered Citizens of the Commonwealth.

IX. The Commonwealth Assembly of the Navy (Navy)

i. The Navy holds the duty and authority to defend the sovereignty and interests of the Commonwealth and the authority of the Council of Ministers.

ii. The Navy hold the duty and authority to maintain the military security of any and all naval mercantile vessels affiliated with the Commonwealth or its Citizens, subject to the authority of the Council of Ministers.

iii. The Navy hold the duty and authority and jurisdiction to enforce public order and the Commonwealth's laws aboard any naval vessel registered as property of a Citizen of the Commonwealth or registered as property of a registered assembly of the Commonwealth, subject to the authority of the Council of Ministers.

iv. The Navy hold the duty and authority and jurisdiction to enforce public order and the Commonwealth's laws aboard any naval vessel holding presence within the territorial waters of the Commonwealth, subject to the authority of the Council of Ministers.

v. Any and all members of the Navy, while they are not suspended from duty, hold the authority to charge any and all individuals with any and all violation of the laws of the Commonwealth, subject to the authority of the Council of the Commonwealth.

vi. Any and all members of the Navy, while they are not suspended from duty, hold the authority to detain any and all individuals within their jurisdiction, subject to the authority of the Council of the Commonwealth

vii. Any and all members of the Navy, while they are not suspended from duty, hold the authority to judge and process any minor offenses against the Commonwealth’s laws without the presence of a magistrate while holding to Article IV of the Foundation of the Commonwealth, subject to the authority of the Council of the Commonwealth.

viii. Any and all members of the Navy must be registered Citizens of the Commonwealth.

X. The Commonwealth Assembly of the Army Formations (Army)

i. The Army holds the duty and authority to defend the sovereignty and interests of the Commonwealth and the authority of the Council of Ministers, subject to the authority of the Council of the Commonwealth.

ii. The Army holds the duty and authority to maintain military security throughout the land territory of the Commonwealth, subject to the authority of the Council of the Commonwealth.

iii. The Army holds jurisdiction throughout the territory of the Commonwealth, with the exception of the area inward of one league from the marked border of any and all settlements while not under invitation of a Captain of the Watch or the General of the Watch or the Council of the Commonwealth.

iv. The Army holds no jurisdiction within the territorial waters of the Commonwealth.

v. Any and all members of the Army, while they are not suspended from duty, hold the authority to charge any and all individuals with any and all violation of the laws of the Commonwealth, subject to the authority of the Council of the Commonwealth.

vi. Any and all members of the Army, while they are not suspended from duty, hold the authority to detain any and all individuals within their jurisdiction, subject to the authority of the Council of the Commonwealth

vii. Any and all members of the Army, while they are not suspended from duty, hold the authority to judge and process any minor offenses against the Commonwealth’s laws without the presence of a magistrate while holding to Article IV of the Foundation of the Commonwealth, subject to the authority of the Council of the Commonwealth.

viii. Any and all members of the Army must be registered Citizens of the Commonwealth.

XI. The Commonwealth Assembly of the Order of the Law Knights (Law Knights)

i. The Law Knights hold the duty and authority to defend the sovereignty and interests of the Commonwealth and the authority of the Council of Ministers, subject to the authority of the Council of the Commonwealth.

ii. The Law Knights hold the duty and authority to maintain the security of the Councillors of the Commonwealth, subject to the authority of the Council of the Commonwealth.

iii. The Law Knights hold jurisdiction throughout the territory of the Commonwealth.

iv. Any and all members of the Law Knights hold the authority to overrule any and all members of the Army, Navy and Watch on any and all matters directly related to the security of the Councillors of the Commonwealth, subject to the authority of the Council of the Commonwealth.

v. Any and all members of the Law Knights, while they are not suspended from duty, hold the authority to charge any and all individuals with any and all violation of the laws of the Commonwealth, subject to the authority of the Council of the Commonwealth.

vi. Any and all members of the Law Knights, while they are not suspended from duty, hold the authority to detain any and all individuals within their jurisdiction, subject to the authority of the Council of the Commonwealth

vii. Any and all members of the Law Knights, while they are not suspended from duty, hold the authority to judge and process any minor offenses against the Commonwealth’s laws without the presence of a magistrate while holding to Article IV of the Foundation of the Commonwealth, subject to the authority of the Council of the Commonwealth.

viii. Any and all members of the Law Knights must be registered Citizens of the Commonwealth.

Thus end the identity and purpose and legal authority of the Assemblies of the Commonwealth.


Article VII: Alteration of the Foundation of the Commonwealth


Any and all alterations to the Foundation of the Commonwealth are only legal and valid if the following procedure is adhered to. Thus follows the procedure to alter the Foundation of the Commonwealth.

I. Any and all motion to alter the Foundation of the Commonwealth must first be presented in legal and valid session of the Council of the Commonwealth and must be recorded by the records of the Council sessions, after which a deliberation period of four (4) months is implemented, during which no vote on the motion is considered valid and legal.

II. While any and all motion to alter the Foundation of the Commonwealth is held in the required deliberation period of four (4) months, other motions for alterations to Foundation of the Commonwealth may be presented while doing so implements a separate deliberation period of four (4) months on these motions, as per Article VII.I.

III. During the deliberation period of a motion to alter the Foundation of the Commonwealth, the Chancellor holds authority and duty to announce the motion to all Citizens of the Commonwealth and to organize a referendum by the Citizens of the Commonwealth on the motion. The referendum of the Citizens on a motion to alter the Foundation of the Commonwealth serves to advise the Council the Commonwealth on the wishes of the Citizens.

IV. After the completion of the deliberation period described in Article VII.I. the Council of the Commonwealth holds the duty and authority to vote on the motion to alter the Foundation of the Commonwealth.

V. A motion to alter the Foundation of the Commonwealth is legal and valid only when approved by majority vote of the Council of the Commonwealth after the completion of the mandatory deliberation period.

VI. Any and all alterations to the Foundation of the Commonwealth must be recorded in the Foundation of the Commonwealth and must be announced to any and all Citizens of the Commonwealth upon implementation of the alteration to the Foundation of the Commonwealth.

Thus ends the procedure to alter the Foundation of the Commonwealth.


Article VIII: Terminology and Definitions


I. Popular Election
i. Upon the declaration of popular election for any and all open seat of Councillor of the Commonwealth those with the right to do so, as described in Article II, may cast a single vote for their chosen candidate via the Census on the declared date or dates of election.

ii. Any and all popular elections for any and all open seat of Councillor of the Commonwealth must be announced no later than one month before the date upon which the election takes place.

iii. The Census holds responsibility and authority for the impartial gathering and counting of all votes placed upon the declared popular election.

iv. Any and all votes cast after the closure of open election are held as invalid and do not contribute to any candidate’s count.

v. Any and all elections for any and all seat of Councillor of the Commonwealth must be publicly announced by the Chancellor of the Commonwealth or the Council of the Commonwealth while there is no Chancellor of the Commonwealth or the Census while there is no Councillor or Chancellor of the Commonwealth.

vi. Any and all candidate that gained the majority of votes during the period of open election for any and all open seat of Councillor of the Commonwealth is held to have won the election and gain valid and legal claim to the elected seat.

II. Sovereign Realm
i. A sovereign realm is identified as a legal, territorial and governmental entity that holds independence from the Commonwealth’s territory and governance.

ii. A sovereign realm is recognized as possessing a code of law and is recognized as holding authority to enforce its code of law within its recognized territory.

iii. A sovereign realm is recognized as possessing a valid and legal government with whom diplomatic relations may be maintained.

iv. Any and all military engagement within the recognized territory of the sovereign realm without the express permission of the sovereign realm’s government while no official declaration of a state of war with the sovereign realm has been delivered to the government of the sovereign realm is considered in violation of military law.

v. An entity is recognized as a sovereign realm through majority vote of the Council of the Commonwealth.

vi. An entity must possess an established and publicly available code of law in order to qualify as a sovereign realm.

vii. An entity must possess an established government whose claim of authority must be publically established and available for review.


III. Assembly

i. An assembly is identified as any and all registered gathering of individuals within the Commonwealth that holds defined purpose and leadership.

ii. Any and all assemblies must be registered with and approved by the Assembly of the Commonwealth under which the activities of the candidate assembly fall in order to be considered valid and legal.

iii. Any and all registration of assembly must define the purpose and leadership of the assembly.

iv. Any and all assemblies may be declared illegal and disbanded through majority vote of the Council of the Commonwealth.

IV. State of War
i. Any and all State of War is identified as a period of military operations against a sovereign state or against armed rebellion against the Commonwealth.

ii. Any and all State of War may be declared or ended solely through majority vote of the Council of the Commonwealth.

iii. Any and all declaration of a State of War requires the target realm or entity and the casus belli of the State of War to be recorded by the Census.

iv. While a State of War remains in effect, all elements of the Army, Navy and Watch hold the authority to conduct military operations against the target of the war, subject to the authority of the Council of the Commonwealth.

v. While a State of War remains in effect, all elements of the Army, Navy and Watch hold authority over any and all Commonwealth and private infrastructure, assets and citizens within any and all districts where military operations are conducted, subject to the authority of the Council of the Commonwealth.



V. State of Emergency
i. Any and all State of Emergency is identified as a period of duress or civil unrest within any and all districts of the Commonwealth wherein a State of Emergency is declared.

ii. Any and all State of Emergency within a district may be declared and lifted by any and all Captain of the Watch or any and all General of the Watch, subject to the authority of the Council of the Commonwealth. Any and all State of Emergency within a district may be declared and lifted through majority vote of the Council of the Commonwealth.

iii. Any declaration of a State of Emergency must be registered with the purpose for the declaration by the Census.

iv. While a declared State of Emergency remains in effect the Watch holds authority over any and all Commonwealth and private infrastructure, assets and citizens within any and all districts where the State of Emergency is in effect, subject to the authority of the Council of the Commonwealth.

v. While a declared State of Emergency remains in effect any and all elements of the Army or Navy may enter the district or districts where the State of Emergency is in effect while invited to do so by any and all Captain of the Watch or General of the Watch, subject to the authority of the Council of the Commonwealth, while any and all elements of the Army or Navy do so to assist in the restoration of public order and security and remain independent from the authority of the Watch Companies.
