Amia is an island, by definition of island living the populations are heavily transient. We give estimates because the ebb and flow means accuracy is impossible.

Keep needs to eat doesn't it, and who knows more about how many mouths need feeding then the kitchen staff, and the Keep has a vast kitchen, well staffed. I'd say they probably have the most accurate number of residents of the keep.

This does not pertain to the city proper though. So, Census in progress, at the time of t we're hoping to get a fairly accurate count varying by +/- 10-20 people, but that can and will very likely change in a month, as Moshe just commented... in the end a census is more for the governments estimation of taxes and population needs, not a definitive head count. Or in this case how many persons would need specific attention of the Triadic Knights if a catastrophe happened.
