I haven't been able to open the bowyer's bench in the Kohlingen market from any angle that I can access. Either it's broken, or the bowyer trainer is standing in the way, or the PLC itself is facing the wrong way.

Position yourself behind the fletcher and speak to the bowyer, the bowyer then moves towards you and clears the way for you to access the bowyers bench once you make your way back out from behind the fletcher! It has been this way for a while.
Alternatively there are two other bowyers I know of which are easier to access.
