Will 5/+5 DR stack with 5/- DR, resulting in 10/- if a weapon is under +5 enhancement?

yeah. But feats such as EDRcounts as +20/x something, I think, so they will not stack with the +5/5.

No EDR feat is just 3/- and EDR III is 9/-

Also, if I use, for example, a +5/5 cloak, and a +5/5 belt, will I have +5/10?

no

Damage reduction does not stack with itself. The only exceptions to this are the barbarian-, dwarven defender- and epic- damage reduction feats

Barb, DwD and EDR are in reality all XX/+999 and will add up with each other. But they will not add up with any ordinary Damage Reduction and vice versa.

All other Damage Reduction never stacks, either.
