Same reason half orcs need a feat to use double axes and why gnomish hook hammers don't exist. Sorry. blame Bioware.

Don't forget Halfling shin-shankers and Goblin gut-graters.

Just because it's the name-sake of a race, doesn't nessicarily mean you would know how to use it. If you think Japanese sword, you think katana. But only a so many were trained to wield it. Most often the weapon used was a spear, a simple weapon just about anyone with some martial training can use without hurting themselves.

Thus a simple weapon requiring only ~some~ martial training, as opposed to full martial training. Only thing worse is Wizard training in weapons.

Saying there's a problem that my Wizard has Martial and Exotic feats? Say that again and I'll use this flaming bastard sword and slice you in hundreds of pieces with my epic 8 Strength.

Except in PnP its an automatic thing.
