With the current state and attitude of Cordor, can just anyone say that their PC was born and raised in Cordor, having documents and such to that affect; or is this now in the realm of a special request?

If I had a citizen who became an adventurer would still be presently - could I make a claim of being a tax-paying Cordorian citizen and have it be legitimate? What about if I had a bumpkin Job System character born and raised in Cordor that ventured out only to collect ingredients for their job and wasn't truly an adventurer - same question?

I think your best bet is to really be RPing it out. If you're a citizen and nothing more, you'd be best not taking more than 5 levels. It's not a requirement, but you look more sincere in the effort [Kind of like child characters un-advised to pass level 3, but not required].

If you're an old citizen who's gone adventurer? You'll be RPing to discuss and prove intent to be a citizen is what it looks like to me. I have a PC who's backstory is very much being an orphan from Cordor. If they wanted to move back to Cordor, I'd be going to the Commonwealth hall and trying to speak with Franton the Clerk [I believe his name is] or known PC's that represent for Cordor on how to apply for citizenship.
Some have it. They earned it in-game. Or, maybe not earned, but proved it in-game.

The current state of affairs has 'PC citizens' at a 'to be determined' sort of status. RP it out you're wishing to ensure your citizenship. It's not a special request; it's an RP event for you.

The new citizenship thing is a Certificate of Citizenship. A few PCs have it for some outstanding service, and a few more are in line to receive it.

There is to be no retroactive giving of the Certificate of Citizenship for the reasons above stated, but those above stated reasons do count if you come to the city (through me) and apply for a Certificate.

At this point in time, the Certificate of Citizenship has dubious value and meaning...

...but who knows what the future holds?

I was told you were allowed to just RP having citizenship papers (though they wouldn't be a real item in your inventory, you'd just RP having them) if your character had grown up in Cordor or had lived there as part of your background

You were told wrong. For the record. Even the NPCs who grew up there also had to go through this process, as was stated in a certain DM Story thread (and still are, gradually, behind the scenes).

It is because the city wants an entirely new method of keeping census. And establish the Bureau of the Census.

Getting approved may or may not be difficult, depending. You will have to wait a while, as others currently are, because red tape is amazing.

So what is the status of existing citizenship papers, whether for Cordor or other locales? It used to be the case that, before the new portal rods were issued, when you bound to a city or (at least certain) faction areas, you received citizenship papers, and you could only have one set. If you bound to a new city, you had to burn the old ones.

Do new players walking into the Kohlingen city hall or Cordor's Commonwealth Centre still get citizenship papers? If yes, are the 'new' Cordorian papers that you (Yoss) hand out different from the 'standard' Cordorian papers that Clerk Franton gives/gave?

I havent wanted to experiment for fear of losing my existing Kohl citizenship, but Xavi now has papers for Kohl (her home bind point) as well as the new papers for Cordor. The system notes that I have Kohl papers every time I walk through the Cordor gates.

Null and void for Cordor, by and large. Don't give a damn about other locales. What does that have to do with anything?

Who cares about Kohlingen? Citizenship papers for Cordor are now exclusively given by me. You do not have to have them to bind to Cordor, to walk around in Cordor, to shop in Cordor, even to own a house in Cordor.

At least for now.

All they do is give you some guarantee of rights that citizens of the Commonwealth possess that non-citizens do not possess.

Don't ask me what those are. This thread is already giving away far too much information about something that is purely IC.

I guess my question was really a two-parter, and I'm just answering for clarification.

The first part is, if people binding to Cordor and/or walking into the Commonwealth Center and paying 1000 gp to Franton are still getting citizenship papers, it could potentially be confusing as to which ones are 'valid' and/or for what. "But... I paid 1000 gp to Clerk Franton! It says here I'm a citizen!" "Sorry, mate. Looks like he sold you faked papers. Guess we'll have to have a chat with him... after we take you away." As I said, I dont even know if those papers are still available.

The second part is that some places iRL dont like you to be a dual citizen. If you're a citizen of their country, then you have to renounce your old citizenship - which I suppose would have been the IC explanation for why you had to burn one set of papers to make another city your home.

So... I went and checked myself, and it seems that neither the Kohl bureaucrats nor Franton give out citizenship papers any more. I didnt check anywhere else, but it looks like any papers you do have - from anywhere - are now only curios (I guess the racial/alignment-locks on the gates take the place of the old papers?). From what Yoss is saying, at the very least the old Cordor papers are no longer valid. And who cares about anywhere else? :wink:

Yeah, this is something where I am curious to see what comes of it. As a player I do have some ideas linked to the Citizenship papers but it's something where we'll need to see what the future brings on whether or not they are ideas worth presenting.
