If one has an epic summon reskinned, and do a rebuild and no longer have that (EDK in this case, but may rebuild to get Mummy Dust), can the skin be transferred (I'd assume a request would also be needed), or do the ten DCs need to be paid again?

Pay again, I believe. You don't get tradeins or transfers just because you change your build or ditch your character.
