After plenty of tweaking and building the rebuild system, the freebie rebuilds are now here. Please read the following to understand how they work:
Quote: Freebie Rebuilds.
Players are eligible to quarterly (once every 3 months, or 4 per year) free rebuilds for a character of their choosing. These rebuilds may be requested in-game like DC paid rebuilds and self-rebuilds. They are normally approved/denied by a DM on the spot, but sometimes (particularly in case of major changes; see the updated rebuild rules that will be posted to R&L) you will be referred to the Requests forum.
An individual character can be rebuilt for free once in a year. A player may have a total of four different, individual characters rebuilt for free in a year.
A player cannot "bank" free rebuilds, but they must be used within a given quarter.
The free rebuilds are per player. Using an alternate account or CD key does not make a player eligible for more free rebuilds.
The free rebuilds are an addition to the current DC paid rebuilds and self-rebuilds. Players may opt for a DC paid rebuild or a self-rebuild if they have already used their free rebuild option for an individual character and desire to rebuild again.
I would suggest some patience now, the DMs will be quite busy with rebuilds in the coming weeks. We look at the latest four quarters for individual characters (and players) when determining when they can rebuild, and thus everyone's year may end and start at a different quarter.
Example: you rebuild now in December, you can rebuild another character in March and the same character in next December. You rebuild in January, you can rebuild another character in April and the same character in next January. You don't need to worry about the dates, btw. We have a database tracker for that job.
The above is only applicable to the freebies, of course.

Mind that "I don't want to do a rebuild right now" is an acceptable answer for a DM to give you. Please respect that. These take us quite some time to do in the grand scheme in some cases.

This looks to be great  What timezone do the quarters start / end, or will you be going by the spirit of the law, and having two rebuilds within a couple of hours of eachother just a general nono?

It seems quite clear to me. If you do one at 22:00 on the 31st of December, you can next do it at 22:01 on the 31st of March? You'll never be able to do one 3 hours later.

Then what is this about the quarter ending on the 31st of December? If that's when the quarter ends, doesn't that make a new quarter start in January? And thus one rebuild in December and another in January? That's the part that's got me confused ... you've got definite start and end dates to the quarters, but we can't rebuild any time therein?

I'm convinced you're not actually reading my posts now. You get one free rebuild every three months. You can't free rebuild the same character more than once a year. What is the issue?

That makes it sound like the year is pre-divided into four parts and you can rebuild any time in those four parts, and whichever you rebuild in is chosen as the start of the year, which is different to a sliding scale of starting points for three months.

Ignore this "quarters" stuff, you're so hung up on that word you're missing the novel for the pages.
You free rebuild in April. You do not get another free rebuild for three months. You cannot free rebuild tht same character again until next year's april.

But it doesn't say when the quarter starts! That's what I'm asking! Does the quarter start when you get your rebuild, or at a predetermined date? If the former, what does the note about the current quarter ending mean? If the latter, can we do rebuilds within a few hours of eachother if they bridge the gap, and what timezone determines the dates?

Well, that's what I was getting at with the year-in-days vs quarters discussion in Whimsy. My suggestion would be simple:
- start this on January 1
- use calendar year
- use calendar quarter
That would mean I could rebuild Bustier somewhere in Q1 2010 and yet again somewhere in Q1 2011 (or later). This means that you could theoretically rebuild the same character once after 9 months, but that's also mean you can't rebuild him for 15 months after that.
In the end it doesn't really matter on the technical side: I show all rebuilds over the last 18 months and the DM doing the rebuild has to decide to allow it or not.

No, Yurell is quite correct, because none of us (excluding Disco) knows exactly how the quarters will work. The confusion in the announcement comes from me (confusedly) combining two possible ways for it to work, the original "set quarters" and what I requested Disco to do. But I, nor Tormak, knows just how he made it happen. It will get clarified, though, once Disco does that.
The point is, however, that you get 1 rebuild every three months.

As I said before: a fiscal quarter. You know, January+Februari+March = Q1. Otherwise I'd have said 'three months'.
In the end it's not me to decide. I just put a date on a rebuild and show it to the DM rebuilding. You see the the date and the quarter it was done in, and you get the list of rebuilds over the past 18 months. I also warn when a rebuild has been done this quarter, but you can ignore that.
So, I miss the part where I am making things obscure. The DM's get the info, and decide how to act on it. Not my responsibility.

There is no formula. I just show the dates.
Example:
Yenian gets a freebie rebuild on 21-Oct-2009. Next time somebody uses the rebuilder tool on him you see "Yenian, Freebie, 21-Oct-2009, Q4".
No mathematics involved.

If you had a character that was 30 that you spent your remaining DCs on to rebuild before this change was instituted, but didn't have enough of them to bring that character all the way back up to 30, will this free rebuild deal let you retake the levels you didn't have enough DCs to retake earlier?

It's been two months from your rebuild, which is from before the time this project even started... I think that's a bit too long ago.
