Ahoy!

Would a G.o.I. block out empowered spells like ice storm, flame arrow etc. in NWN?

According to the talk page on NWN Wiki, yes, it does block metamagic spells.

beyond this I think some testing is in order but there are better protective spells anyway.

Yes. MEtamagic does not affect the innate level of the spell. A Maximized Magic Missile is still a level 1 spell for Mantle and Visage purposes.

Not innate level. NWN is stupid. Its actually counting from the level you get the spell.

Mage: 4
Druid: 5
Magic/Water domain: 5
Bard: 6

So globe would block an icestorm from a mage but not from a cleric, druid or bard. Same deal as balagarn's iron horn from a mage or bard vs ghostly visage.
