When a character is transparent, I am led to believe that they are either under some form of Invisibility, or in Stealth Mode.
I understand line-of-sight with Stealth Mode.
But is there other situations when a character is transparent?

yes. when for instance you are standing behind the corner, or on the other side of some larger PLC such as the PC shot at Wiltun is.

You mean when you see them but they aren't there anymore? I just say I "heard someone". Mechanically their body looks to be there.. but they moved already.

There are other times when it's just bug. The most notable example I can think of is in the new tunnel from Winya to the Skywood. When characters walk over the mosaics there, for some reason it moves them out of line of sight. I assume this is just a problem with the new tilesets or something, but for a while they stand next to you and are transparent.

For a more literal answer if you see that they are normal "grey" transparent it likely means that your PC has only heard them. If it has a bit of a color to it then it's a spell effect and you have to learn to identify each one. Blueish is likely Ghostly Visage while a more opaque blackish is likely something along the lines of Shadow Evade. In those examples the PC is still visible but a little bit harder to see for being less there.

These all, of course, assuming that it's not a bug as already noted

Yes lately it's either the chest or the cloaks I see with the transparent bug

Darkness, if someone zones, or invis's or hides but you previously were "hearing them" in darkness under its effects their phantasm will stay in that place, clickable, interactable to a certain extent. Until the engine is forced to reload them AKA they transition elsewhere or you reveal them by seeing them again.

The engine is really rubbish at deciding what PLCs and scenery features block vision, and what don't. Almost all the trees in Amia Forest, for example, do not block LOS, even though they're about two feet thick. The tree by the Grove entrance gate does, as does the gate itself.

It's really best not to use your own eyes to decide whether an object will break LOS, unless it's the side of a building or cliff. You just need to walk around them and see if NPCs or PCs go misty. You'll see it happen all the time. Wiltun has some corkers, but it looks like Day Dreaming's found a better one.

When you said you understand LOS with stealth mode, I'm afraid you don't.

Actually, I do.
Under the same conditions, and place, other characters are/were not transparent.
My question was not directed at you, Uberuce, but has been bugging me for some time now.
Don't make the mistake of assuming what I know.

I believe the Transparent version of stealth is that you actually hear their location, but not see them. They become solid when you see them.

Following things cause the transparency
- Invisibility (Close enough to be heard)
- Improved Invisibility (Once attack has been made and 50% concealment is left)
- Displacement
- Empty Body (Monk ability)
- Person in stealth, able to be heard, but not spotted.
- Person not in stealth, out of LOS.
- Person is in GS (You also get other visuals, but one of them is transparency)
- Someone hides/goes invis whilst under darkness, their form lingers.
- Someone hides/goes invis whilst you are blinded, their form lingers. (Includes whilst resting)

In most cases, if they're not trying to hide, they're just out of your line of sight.

There is a subsection to the invis one too where if someone transitions and you are still within "earshot" of them they will linger there until they load up on the otherside. Ive also seen it where (and this was fixed ages ago) at a certain point in a lag spike if you time it just right and can reload an area without crashing the entire map itself will appear to be ethreal, buildings, doors, and can see transitional lines and script triggers.

It was Tron as fuck.
