Do you use the ACP? |

ACP does sound the most likely. If you are using it, set the option to whatever it says for standard, unequip and re-equip the cloak, if that doesn't work it probably suggests some other conflict. Even if you haven't used ACP, try setting it to the standard any way, incase. |
