Since I'm not a DM, this is of course not an official response, but I have on occasion seen requests turned down, for reasons like "that already exists, find one IC" or "that can already be mythal crafted, build one IC" and so forth. Though if you're going to make a DC item request anyways, why would you even want to request something that dozens of other people already have? I'd think you'd want to tweak it somehow to be more adapted to your own RP and play style, since the loot drop items are all fairly generic. Get something unique! Unique is awesome! (Just my opinion, o'course; feel free to ignore me.
