There seems to be multiple surfacers who seem to think it is okay to just wander down into our domain. This cycle I witnessed two separate instances of a surfacer just wander through the city. I stalked them the best I could, and in both cases they seemed to just want to know what was in our outpost. If I had the additional power to ascertain if the surfacers were of true danger, I would of course captured or killed them myself.
