Written on fine parchment and posted next to the leyline; the Ul'ath'tallar and Ust'Ilharess seals are affixed. The leyline node is not to be bound to without the approval of the Ust'Ilharess or Ul'ath'tallar. This is to ensure our continued security until it is deemed prudent to be lifted. Outsiders brought to the city must be carefully screened before portaled to our home. If possible, the Ust’Ilharess or Ul'ath'tallar should be asked to aid in this. Helms are to be removed while on Nec’perya. There are a few exceptions of note; Ilharessen, Yathrinnen of Nec’perya’s Temple and in times of defense of the Valsharess’ city. All deference should be given the Yathrinnen, this should go without saying. It matters not who you are, if you are insolent or disrespectful to any of Lolth’s chosen (Yathrinnen), you can expect repercussions, refusing them will lead to a ban. Merchants to Nec’perya may apply for a merchant license from the Ust’Ilharess; You may –not- bind to the leyline or set up a shop until the license is approved. //Please stickie |

Below the Laws posting is a copy of the Merchant license application for Nec'perya along with instructions for submitting it. A new set of laws seems to have been posted overnight. Quote: Religious Laws
The Religious Laws take precedence over Civil Laws, the Religious Law are what protects the fabric of our society and is essential to retain favour of the Dread Queen. Breaking of these laws, whether it is Low or High Heresy, is a serious offense. Give their severity, cases of these are bought before the Priestesses. All Heresy charges require the testimony of a "Credible Witness," this being someone of good standing in the Temple and not part of the offended House. High Heresy To commit High Heresy is one of the gravest offenses one can do, consequently the punishments are fittingly among the harshest one can recieve. Sacrilege and Defilement of Sacred Sites Examples: Despoilment of the Temple, defacement of Holy Icons Punishment: Death, Exile Treason against the Dread Queen Examples: Conspiring with enemies of the Dread Queen, rebellion against the Temple Punishment: Re-education, Death, Exile Harming Spiders Examples: Stepping on a spider, stabbing a spider Punishment: First offense is Re-education, second offense is Death Further Details: Summoners are held responsible for the actions of what they bind, therefore any drow who summons will be responsible for any Laws it breaks and will face the brunt of punishment. The summoned spider is not to be harmed however, the summoner is also held responsible for the wellbeing of the spider Harming a Priestess Examples: Assaulting a Priestess, killing a Priestess Punishment: Re-education, Death, Exile Insolence towards a Priestess Examples: Insulting behaviour, Refusal to obey Punishment: Physical punishment, re-education, death; Exile if the offender flees punishment Further Details: Exemptions are made to the 'Refusal to obey' when following a higher order or mandate by the Vanguard, Temple or House. In these instances no punishments will apply for the male disobeying a personal order of a priestess, if the priestess in question chooses to push this and punishes him anyway, the Temple will decide a fitting punishment. The offended priestess may choose which punishment, barring the Exile option unless they flee, or they may show "mercy" on the male and not issue any punishment. Male Harming a Female Examples: Assaulting a Female, killing a female Punishment: Physical punishment, re-education, death Further Details: Exemptions are made in the case of self-defense, except in the case where the male was being punished for an offense . Low Heresy Heresy is an enemy of Nec'perya that must be te treated like any other enemy, every step given to heresy is another weakness in the battleline. Therefore anyone guilty of Low Heresy is punished accordingly as a soldier should be for giving in. Consorting with enemies of the Dread Queen Examples: Socialising with Eilistraeen whores and surfacers, dealing with those banished and disgraced Punishment: Physical punishment, re-education, a third offense of this will be construed as High Heresy and the punishment will match that of as Treason against the Dread Queen Further Details: Continued consorting with these enemies can be later be construed as Treason against the Dread Queen. Male Insolence towards Females Examples: Insulting behaviour, not bowing Punishment: Physical punishment, a third offense of this will be construed as High Heresy and the punishment will match that of a Male Harming a Priestess Civil Laws The Civil Laws, much like the Religious Laws, are to maintain stability and the peace in Nec'perya. However breaking of a Civil Law is not necessarily blasphemous and can be handled by the rank and file of the Vanguard. Treason against the Establishment Examples: Undermining the security of Nec'perya Punishment: Severe physical beatings, exile Murder Punishment: Physical beatings Assaulting others without proper cause Punishment: Physical beatings Theft Punishment: Monetary payment, physical punishment Further Details: A fine equal to double the value of the stolen items Trespassing on Private property Punishment: Physical beatings Further Details: Residents of the property being trespassed against are free to depose of intruders as they see fit Only citizens of Nec'perya are permitted to hold property Only citizens of Nec'perya are permitted to bind to the leyline node Merchants seeking to set up shop must lodge a Merchant's Application |
