Gerald can be seen arriving in Tarkuul by portal. Letters are distributed to the various offices of the Tower Magistrate, High Arcanist, and Legate, as well as one left publicly.

If you wish to contract skilled labour you have a large assortment of Cordorian and Tarkuulian labour available to you for the procedure provided you can subsidize their wages for the commission and provide sufficient materials. However I am also led to believe that the High Arcanist is a skilled sculptor of his own, and can do this unassisted if he should desire.

Regardless of the route you choose, any further use of undead labour (with the provisional exception of High Arcanist Blackwater in this case) shall not be allowed and any further attempts to do so shall see the offending individuals escorted from Cordor and any efforts in construction of the portal postponed until the Living City can agree to use a living labour force.

Depending on which he finds first the Magistrate would collect the public letter as well.
