Greetings,
I apologize for the public query but is there any department or individual authority within the Commonwealth's government whom I must speak with in regards to arranging permission for a public address somewhere within the walls of Cordor?
I will gladly explain more clearly my intentions once I have an answer to the primary question above.

Shortly after being posted, some clerks read it over and have a hearty laugh at the retreating Vaelmith.
"Stand around Cordor Square here for a while sometime. The place is a bloody forum, especially to the adventurers! You can say whatever you want, but don't be surprised if some adventurer steps up and knocks your teeth out because he doesn't agree!"

Vaelmith heads in to the Commonwealth Centre briefly at some point to take down this notice. He seems to have obtained the answer he needed through other means. Although quiet, he shows no disdain or frustration with the clerks, rather a simple politeness and courtesy.
