*This letter of a proposal for a Council is shown to the various different racial community leaders in and around Underport. That is, Elders of each Race will have seen it and can actively sign their name on it. It is then sent to the Elder Brain.*

Dear Your Holiness

We would wish to submit the following proposal forward for your approval.

The various Underdark races in Underport and surrounding mines wish to better organise our city for its mutual defence in case either Ultrinnan attacks (remember the previous hostilities including the sanctions?) or a Kivvil Army decides to instead (one can never be too sure of those pesky Knights from Kolinghen).

We would also like to propose some Development Works for the betterment of citizens and the city, all with your blessing of course.

Firstly, we would like to establish a Council made of the various races in this City of the Free. Who would see to the day to day affairs of the above operations. This Council we'd like to call the

"The Bureau of Peace and Development"

This in turn would have one representative of each race on it to act as their community leader.

The purpose of the Bureau would be to carry out two aims:

Peace, the establishment and command of a Militia, infrastructure projects to better fortify Underport and regular patrols and intelligence work to keep abreast of our enemies as well as conduct warfare operations. This arm of the new Government would also oversee raiding operations to the surface to obtain new merchandise and slaves for market. This we would do for the Peace, Tranquility and Betterment of All.

Development, this arm would look at civil infrasture projects, the building of slave pens, increasing trade deals, overseeing mining operations and investing in the re-education of new citizens to the City of the Free mentality. It would also have a special branch to root out citizens who cause trouble, conduct a re-education programme on them and turn them into good citizens again or failing that, slavery. The City of the Free needs loyal and trustworthy citizens after all.

Both arms of the new organisation would of course, help the Elder Brain spread our propaganda for a Free and Tranquil City with you as the Ultimate Dictator. We will ensure that other cities learn the value of increasing their trade with us, for we are extremely wealthy. However, our wealth needs protection and thus your humble Citizens wish to serve you better by getting better organised.

Shortly after he signed the note, Rizzen seems thoughtful for a moment. A particular name on the list calls his attention, the drow curses.

"Did we not talk about it earlier, jaluk?" He mutters and shakes his head, adding another note to the original.

Driarry,

Would you mind enlightening me about what transpired in such a meeting and sending me a note next time you are making one?

The Vhaeraunite or Vhaeraunites that signed your note did not talk to me, the highest authority of the faith in this island. So, he is signing it only for himself. He shall be dealt with soon, in one way or the other.

The Nightshadows will not be part of it as a whole unless if I say so. We want to establish a place at the surface, not keep holed up Below.

I shall not discuss the other finer points of my faith with you. Instead, I will talk to said Vhaeraunites about that.

We will confabulate among ourselves and then you will find out whether or not you have our support for a council and if it is as a church or as individuals.

Dear Dusk Lord Rizzen of Twilight

Do you mean to say that your signature is not on this letter? That it was a forgery? The other member, Nesthien, may have not of signed it with authority however, I believe you have signed it also yes? I believe, if you are indeed the leader, that the Nightshadows have officially signed for this? Now you change your mind?

Let me make this very clear. Svirfneblin do not like Drow or Kobolds. Orogs do not like Shadow Elves or Drow. Drow do not like pretty much everyone else and Duergar are similar. In other words, if we were all to follow our traditions, the Llothites will continue to reign supreme and Underport will be under serious threat in the future should either the Knights of Kolinghen or the Llothites of Ultrinnan attempt an invasion.

The Orogs, stubborn and stupid as they are, are already threatening to pull out of the deal, due to the Vhaeraunites joining the cause. Their decision rests in part on the Bloodbeards making a decision to join. But if the Nightshadows will not be part of the life and breath of Underports new Governing body and you would prefer to join your Elistraeen drow on the surface, then be my guest. It'll make my life easier in keeping the Orog's on board at the very least. On the other hand, Nightshadows know the Llothites much better than the rest of us and would be a useful body to have in our efforts to develop our own defences in case rival cities decide to forgo trade and exact War.

The Door is Open right now, tomorrow, it might be closed. Make up your minds and I look forward to working with you, whatever your decisions.

Hours later, or maybe a day ((your choice)), the reply to her letter finally arrives, though a copy is added to the previous note, which was made public.

Driarry,

None of my Nightshadows participated on your meetings, as we talked about it and none of them told me they were there.*

The one Nightshadow who signed your note, did so as an individual Vhaeraunite drow - who was not at this meeting you speak of. He is not speaking for the whole House of Twilight, Vhaeraun's Church at Amia.

As a Church, we tried negotiating a while ago, with the Elder Brain, the same things you are asking now. It was refused, as they said this is their city and they run it as they please. That is the reason why I left that note for you.**

Thus, the Nightshadows came to an agreement: those willing to join in on your council have my blessings, as long as they do it as individuals, keeping any ties to our Church away from it.

The House of Twilight will aid the citizens of Underport against Lolthite drow ~in case of a war~, as it is also in my best interest to get rid of them. However, when there is no threat of war, any of my brethren wanting to offer you their services are free to do so, again, as long as it is understood they are not doing it in the name of the whole Church.

Anything relating to the Church is only official if I say so.

Thus, I politely request that you remove the reference in your main letter about ~Vhaeraunite~ drow agreeing, which implies the whole Church does and which is not the case - and yes, I removed my signature as soon as I found out that none of my brethren was present for this meeting. I will not support a Vhaeraunite drow that was not yet made known to the House of Twilight.

The goals of the House of Twilight, the Church of Vhaeraun at Amia, differs, to some degree, from what you wish for Underport, as well from the other branches of the Church at the mainland.

If you have further questions about the position of the House of Twilight in this matter, do not hesitate to write me or set up a meeting.

Or should we simply wait for Amia-B Underdark to open up before we can expect an IC response because the design there will affect things dramatically in the game world?
