A small poster is hanging near a certain hidden underground entrance. The poster is made of cheap parchment, and hanging from the bottom is a small piece of black cloth. These words are written on it:

A new Tiger in Cordor seeks to sail under the Ebon Flag. This White Tiger awaits in Vice's Safe-Haven.
