New to server and decided to try the Explorer Job as a way to help familiarize myself with the server, but came to the realization that I need paper in order to make maps.

Under the stock level tab under jobs it says Amia A (1) and Amia B (2) does that mean that there is exactly one "empty page" in the entire server to buy?

Those #s refer to the NPC job merchants. You'll have to buy those from PCs.

But yeah: you can buy materials from the NPC merchants. Their stocks are what PCs have sold them, plus some units each reset. Apparently 1 and 2 pages every 8 hours. They're there to make it possible to create items even when you can't find a PC provider, but it will be slow. There are several people who can sell you pages if you ask around, though.
