Are you referring to the Eberron near-human doppleganger-descended race?

If yes, I don't think there's any formal canon lore on them for the FR, no. Which isn't to say that they don't exist in FR... I'd think you could treat them kind of like your various planetouched races. It's no less plausible for a character to have a doppleganger among her distant ancestors than a celestial or elemental. (Actually, it's kind of *more* plausible, come to think of it.) But they'd be like genasi or aasimar or whatever, in that they wouldn't be a race that breeds true among themselves, they'd emerge basically at random from among human bloodlines with the appropriate ancestry.

(Not an official pronouncement, obviously, just one player's speculation and opinion.)

There is little lore of them, but yes they are the offspring of Doppelgangers.

Also Shapeshifters are no changelings. Changelings are a special race, not a class. A changeling could be a shapeshifter but doesnt need to be. The shapeshifter class also cannot represent a changeling as changelings can only alter to humanoid shapes.

Furthermore, playing a changeling would require a special race request.

Posting this here because I have been asked this DM side in game recently.

I was asking mainly because I've seen a number of people claim to be them, both IC and OOC recently, and wanted to know really what this was. So, main concern was, they definitely are things which exist in the FR world?

They are from the Eberron campain.

Yeah they exist but we have no approved changlings on Amia so far to my knowledge (unless its like some ancient chara I am unaware of).

So they may claim IC, but no they are not.

Changlings are a special race and similar to Dopplegangers and hence fall under the "special race request" as every race not covered by our default race system.

Changling:
    Change, verb: to become different.
    -ling, suffix: an adverbial suffix expressing position, state, condition, etc.

Shifter:
    Shift, verb: to put (something) aside and replace it by another or others; change or exchange.
    -er, suffix: a suffix serving as the regular English formative of agent nouns, being attached to verbs of any origin.

It's simply a synonym for shifter and in my Amian experience it has been used to that end exclusively. Like hin, it's merely a word that's become stock in in-character diction for the sake of diversifying our sentences by providing a well-known synonym for something commonly said.

The line of thinking that it is used in reference to an Eberron race is tangential, just as it would be were we to assume that every character that identifies as a scholar is attempting to play the character class of the same name from Eberron.

Makes sense when it is used as a synonym for Shifter, but the reason I asked was for those people who have been claiming this non-FR style thing.

Changelings have lots of different meanings; many cultures had legends about "changelings" being fey-taken babies or fey-touched. It's not just one thing.
