A concern that I had about being able to really play an evil character and get somewhere with it has also been discussed by others in the "identity" thread, so here I am going to suggest an idea I had while exploring the server as a new player who wanted to play an "evil" character but could not really figure out how to realistically do it. This applies to the A server primarily, though something similar could be done on the B server I'm sure, I just don't know its areas well enough to suggest how it could be implemented.
The idea is to have separate starting areas for good and evil players, plus one where neutrals or anyone but the most extremely good/evil players could be based. The areas I have in mind are Kohl for good, Tarkuul for evil, and Cordor as the neutral area. Each area would have to have equipment shops for new characters and those with gear up to level 15 or so, and there would have to be nearby hunting areas for these levels as well which were "under the protection" of the various faction cites. This would mean that basically there would be some NPCs in the areas who were friendly to members of that city but hostile to those of the opposing city who are powerful enough to challenge a group of well-built lvl 30s (to insure that no faction can "invade" the other side and kill their lowbies without sustained effort). Obviously this would include the city guards of both cites (Cordor would be friendly to anyone who had not specifically made themselves an enemy of the city by attacking members of the city's faction) but should also include patrols of knights (for Kohl) or undead or demons or whatever (for Tarkuul) in nearby areas outside the city proper. This would allow lowbies who start in that city to hunt in relative (but not complete) safety from members of the opposing faction. Every character would have to choose where they wanted to start, with some restrictions such as paladins, clerics of good deities, and anyone who wanted to be able to later take a level of divine champion of a good deity would have to start in the good city, while clerics of evil deities and anyone who wanted to later on take a level of pale master, assassin, or blackguard would have to start in the evil city. Anyone except those restricted classes could start in Cordor, while only those of good or neutral alignment could start in Kohl and only those of evil or neutral alignment could start in Tarkuul.
Players who started in Kohl would be automatically hostile to those who started in Tarkuul, and vise versa, They could always decide to work together , or even party together if they had a good reason, but in general they would be hostile to each other and therefore not need to go through the whole "PVP rule" thing when they encountered each other out in the wider world. People who did not want to PVP could always start in Cordor, whose citizens would be generally friendly to anyone they did not set hostile (basically they would continue to be governed by the current PVP rules). I have more ideas about how this could work but I will reserve them for another post so that this is not overly long and so that I can see what other players and the DMs think of this idea.

May as well tattoo our foreheads with G, E, or N. I think you'll end up artificially separating people much more radically than you intend, destroying more RP and encounters than you create. This eliminates any infiltration RP, as well as eliminates the possibility of affecting the government. You are reducing the struggle between alignments to a simplified hackfest without any RP reason beyond "you're red".
An alternate solution is talking to people, setting up a time when two teams can beat the snot out of each other for a while.
Sorry but expecting Random encounters to be balanced is asking a bit much. Balanced PvP has to be constructed painstakingly. I also don't think your proposal accomplishes that, all it seems to accomplish is creation of a Home Base where you can't get tagged, which is not as advertised. Those do actually exist for Evils, just not entire cities.

And, some people aren't the alignments you think they are. Let's say I have an agent of Asmodeus working their way into the Silver Dragons. They'd be outed in a second, and people -would- metagame it, whether they mean to or not.

If this suggestion is too drastic, how about simply adding some starting equipment shops and low level hunting areas to either tarkull or underport? This would at least give evil players a place to start. It just seems totally unrealistic for my CE ogrillion barbarian to start his adventuring career based out of a human-controlled city like Cordor, but there doesn't seem to be any other option. I even asked a DM where I could be based other than Cordor but the only place he could suggest was Underport, which doesn't even have any starting equipment shops.

We have a whole nother server.  But that aside, they're not going to add more areas for lowbies. While it seems easy, we're already a ginormous server, with a ton of server issues due to the size and we've had to cut down on unused areas recently.

I personally think this idea is a bit drastic, really. Cordor isn't a bad starting point since it lacks any real "alignment" to it. Starting people off in Tarkuul would be weird, since it's sort of one of those places you're expected to find on your own after coming to the isle.

Adding to my earlier post: It would also put an unnecessary amount of work into re balancing the encounters around Kohlingen and Tarkuul as new areas. I'm all for making leveling better, but I'd rather it not turn into WoW.
I say we fix what we have now instead of starting over. And we really don't need alignment based starting areas. That would assume that new PCs are native to Amia and not dirty foreigners, which unless requested most are from elsewhere as far as I know.
At least I think so, Nivo told me that when I was asking if I could play a Wiltun native. Request only because of the amount of lore and information a player would need about the setting and how characters would develop personality wise growing up (like Rauthym's general superstition and fear of magic.)

While you have good intent vidar, you seem to have proposed an idea based on the discussion of the aforementioned thread that will only lead to the same issue being more prominent. Good vs evil doesn't need more overt exposure, merely support to let evil rp not get curbstomped in minutes after many hours of rp, while good factions might as well be invincible.

I am afraid that would be a big departure from rp towards a pvp server.
You'd lump all alignments together (Banites and Curycists?) that way and conflict doesnt have to be good against evil but it can well be evil vs evil as well (Law vs chaos). I think it would drasticly narrow the possibilities on the server.

Yeah, evil is to vastly fragmented in that regard. It's like trying to lump all the sub-genres of metal together.
Except in this case the sub genre's would all start attacking each other in Tarkuul and the guard would have to kill 'em all and sort it out later.
