There is no definitive "Uhm DM", but here's a few threads you could peruse for a little bit of history in the village. They're in order from most recent to more distant:
Uhm protects its own! (DM event)
Uhm/Cliffside: East Meets West (Player/faction event, with DM involvement leading to the "Uhm protects its own!" event above)
Plight of the Lumorian Gulf (DM event)
Uhm Restoration Drive (player-driven event in response to a player-driven attack)
The current acting mayor is (Untermeister) Thames Rodderick, who is not actually an NPC in-game. He was deputy mayor under Mayor Keenan (still in-game due to being a quest NPC that was never replaced) before the Plight of the Lumorian Gulf thread events and "took over" when Mayor Keenan didn't stop the Triadic Knights from taking Michael Boswin (who was accused of murdering one of the village's children). The most noticeable outcome of that was the Triadic Knights and anyone "identifiable" as hailing from (or loyal to) Kohlingen were banned from the village. That ban is still in effect to this day.
Due to the "Uhm protects its own" thread, the villagers are understandably suspicious of any Eastern person. "Mayor" Rodderick doesn't like outsiders interfering in Uhm business, and he's got the backing of most of the villagers due to the above situations.
Otherwise, Uhm is a small village with a population of less than 100 citizens (not including whatever PCs live there), which relies on fishing for the vast majority of their own food but still imports some seafood products and basic goods from Wharftown. Uhm's exports (to Wharftown mainly) include finished goods like furniture, shipping parts, pitch and pitched rope, a small amount of fruits, and honey/wax/candles from their beehives. The village now has a standing militia on constant guard against outside threats. When threats do arise, the village is known to go after those who threaten them with a mob mentality.
