The ghosts in The Frozen Wastes; Barrows don't respect the 6 second rule of hips and spam it to their hearts content.

NPCs use the traditional HiPS, not the same one as the players and so can spam it.

Is there any reason for that? Is it just harder to script o something? Because they're just broken (broken does not mean powerful) right now.

NPCs can only ever use Bioware standard Feats. New feats created as custom content, even if assigned, are never used by NPCs because the core of the AI does not recognize them as having any value.

Locking this since is a part of the engine and not a bug we can fix. I do know we limit the use of HiPS on critters because of this, but sometimes it just makes sense for them.
