Party level range bugged?

Area: Khem Alambar Coast Sea Bottom

Was in a party with a 30 and a level 21, just minutes ago and we got the message that no xp or gold will be awarded, party out of range. I thought this was removed? Did it go back in?

Did you get it for every monster killed or was it for something else?

Every sahaguin, didnt take note of pirate or chest.

I can confirm with the frost giants as well as in Zan(whatsitsname). Can anyone confirm this is happening on A as well? Or is this only occurring on B?
