I went to the burning crypts with some arrows that had the effect slay undead DC 20. The arrows were only forcing a save about half of the time when hitting. The slay undead property doesn't have a percentage next to it so it should force the save on every hit right?

Unless I am mistaken, on hit powers only activate once per round, rather than per attack. I could be wrong, however.

They are supposed to activate on every individual hit. I have procd the death effect mid round even with successful hits with no proc in the same round.

I wouldn't be surprised if it's literally random like Vampiric Regen. Either way- this isn't something we can fix, sorry.
