Outlying farmers who customarily sell their products to Cordorian storefronts begin to complain about the unnecessary blockade by the Church of Kelemvor, and any rationale for the blockade falls mostly on deaf ears. The charges the Eternal Order levies against the Commonwealth of Cordor are beyond the ken of the average farmer, if they are even to be believed, but there is one thing that strikes home for them: the Eternal Order is doing nothing to stop trade in Cordor, but it is keeping independent farmers from making their livelihoods by selling their produce.

Traveller tithes collected for the Temple of Kelemvor decrease by roughly 10% overnight, the only semi-clear indication of displeasure with the Eternal Order aside from the bellyaching and grumbling of itinerant farmers.

Cordor Guard Lieutenant Caelianna Na'fairel is seen reading the notice over and over before growling in anger, the sound echoing inside her Cordorian Grey Helm. The only thing in common she can be heard saying is,
"How -dare- they?" before she resumes her duty in the commerce city. Whenever she hears more news, her hand simply clenches tighter around her bow and she nods.

To the Concerned,

The Cordorian Guard - Cordor's forefront of defense, law enforcement, and military presence - hereby states that all matters of internal affairs are, as appropriate and required by Cordorian Protocol, going to be thoroughly investigated as to be in the best interests of The Law.

The claims against Cordorian Guard Sergeant Samuel Greywatch, as all claims are, shall be appropriately looked into and any evidence that can be provided in either his defense or to aid in his persecution, as to appropriately cover all angles and allow the Law to judge fairly and evenly will be appreciated.

In regards to the actions of so called 'Dark Necromancy' as claimed by the Church of Kelemvor as a punishment to offenders whom pose significant, frequent, and proven risk to the People of Cordor and those who serve it; the practice shall continue as an effective deterrent from criminal behaviour until an effective alternative can be determined and put into place. As always, however, the Cordorian Guard shall show appropriate discretion in its use, as itis a measure reserved for only the most vile, and dangerous of criminals after other methods have failed to succeed at stemming the tide.

The Cordorian Arcane Division holds itself to its highest regard in both personnel and capabilities, and as such any method of bettering our efforts will be taken appropriately and with due consideration as to be to the benefit of the City of Cordor, its Laws, and its People.

The preceeding statement is read aloud in Cordor Square by a Commonwealth clerk, and the statement is then followed by something from the Council itself - also read aloud for the entire public.

To the Eternal Order of Kelemvor,

In just regard to both the safety and security of our Commonwealth and the religious freedom granted to its citizens, the Commonwealth Guard has answered to your concerns promptly, efficiently, and with great sincerity.

It is with this same sincerity that the Council of the Commonwealth of Cordor requests that you abandon your blockade campaign and allow the internal investigation to be conducted as necessary, up to and including a renewed effort to find an alternative to the use of necromantic magic to protect our citizens. Numerous worshippers of your faith have already complained about your drastic tactics, and have risked their own livelihoods in a forced observance of your blockade. Hungry mouths require the produce of our outlying agriculture, and your blockade has forced their surpluses, instead of being sold in town, to rot in storehouses to no one's benefit.

The plight of even these individual farmers is no less important to us than those who make their lives within the city. We are all a part of the collective Commonwealth, established on the grounds of equal standing for all, East, South, West, and Northern Outskirt.

Speaking of law, The Ethernal order holds no rights in the territory of cordor, the Eternal order has no rights exept near their own temple. I wonder when they tought up they did? I suggest we all will give our best efforts to make this clear.

As the blockades remain, a disturbing sight begins to form within the City of Cordor. Three times a day - once at Dawn, once at Dusk, and once at the peak of the moon's cycle - a slowly growing unit of soldiers begins to form. Small, lesser used areas of West Cordor are also blocked off for whatever reason, makeshift pallisade walls blocking the view within.


No official, public statement is made, however the numbers of armed and uniformed personnel entering these restricted zones can often be counted well beyond fifty.

It is with Great Reluctance that Lord Eisnaard takes into consideration the Divine Law of Kelemvor, which is in opposition to the Secular Law of the City and Commonwealth of Cordor. In light of recent events, Lord Eisnaard has made the decision to support the Eternal Order of Kelemvor, in their just and faithful actions to coerce the Commonwealth Council to adhere to widely accepted rules governing Necromancy and and use thereof against intelligent beings.

Accordingly, Lord Eisnaard shall henceforth be joining the Blockade being performed by members of the Laity and Clergy of the Church of Kelemvor, and shall stand besides them in opposing the lax laws and dubious allowances that are the rule within the City and Commonwealth of Cordor.

In order to provide for the many innocents caught on the outside of Blockade, Lord Eisnaard, offers with immediate effect, the purchase of foodstuffs that would normally be sold within the City and Commonwealth of Cordor, by farms, homesteads, and industries dependent on the market.

The Eternal Order's blockades remain in place with the following initial changes:
- Trade carts will be permitted to pass, after a short inspection for goods of dark necromantic nature.
- Adventurers will be allowed to pass, after a quick series of questions, and a possible inspection.
- The Defenders will join the Eternal Order in the blockade, to ensure that it goes on peacefully, with as little trouble as possible and to greater effect.

This have been made possible through the negotiations of the Eternal Order with sir Mark Dorne, in which the following compromises and agreements were made:

1. The Eternal Order demands that those that break the divine law of lord Kelemvor by using dark necromantic means such as creating undead are punished.
- Cordor will continue to see the creation of undead as unlawful, and as such the Eternal Order see the demand as met.

2. The Commonwealth of Cordor is to stop its dark necromantic rituals for punishing criminals and find a more suitable method. The soul of a being is not to be damaged, harmed, destroyed or punished in any way by mortal beings. The judgment of a soul is for Lord Kelemvor to conduct alone.
- The dark ritual have been changed to leave the immortal soul unharmed. As such the spell and ritual is not in violation of Lord Kelemvor's laws and the matter have been resolved pending further investigation into the ritual by Master Maioth Maavel.

3. The criminal Sgt. Greywatch is to be transferred into custody of the Eternal Order, where he will be trialed just and fairly in front of Lord Justice Gagis, a celestial messenger of lord Kelemvor's realm itself. The accused may bring legal representation with him.
- Cordor is investigating the matter internally by Sir Dorne personally, as such the matter is pending to be resolved, depending on the outcome of the investigations and trial. Sgt. Greywatch have been suspended, pending the result of the investigation and trial. As he is to be trialed by sir Mark Dorne himself, we have full faith that unless interfered in, this will be a just legal procedure.

The Eternal Order is prepared to reinstate the full blockade if these agreed on points are broken. If this happens, the Defenders of Kohlingen have promised full support to the Elite of Lord Kelemvor as these matters are also of great concern to them. We however are optimistic at this time that this will not be needed.

Two Large entwined R’s are wrote in blood, it seems recently fresh but as the hours go by it slowly dries until it becomes crusted.

I write in Blood of a fallen member of this pathetic order, a faith full of hypocrisy, although I was sadly relived of his remains I shall give the order a public warning.


Your days of controlling the land of farmers unable to defend themselves is over, your days of monitoring the necromantic arts of cordians will cease. You think your blockades will hold warrant against true men? I think not. You believe you have the right to hold a city to ransom the city of tolerance. I think not.

For every blockade you raise I shall stand there waiting for you lady sharina, for every man woman and child you search I shall thrust my rapier into your very being. Ive slain thee before and shall do so again and again.

Amians for those who have had enough of the eternal order I offer thee a chance to stand up against them. For every head I receive from a member of there faith I shall grant thee fifty thousand gold cordian coins.

There hypocrisy shall end, be it by one man or many the choice is yours.

I would agree with you in this matter. The reason why i do is because you respectfull of the dead. Though there is other ways to do this other then war. It looks like that is about to happen and with the current state of the commoners in Cordor trying to kick out all the monster and there internal affairs, there is only way to get them out of there. The killing of them is never a good thing. I know that some of those guards can take people in hand to hand combat. What you call "Dark Necromancy" is a wide range of things. Raising the dead is dark necromancy. death magic is dark necromancy, but there is other ways in the necromancy that will not be dark like Paralyzing spells. I know that there is a judge of the land of the dead but the mortal and even some of the other planes do not decide how lives and dies. If not no one has stopped Sir Greywatch that would mean that no one has raised up in Cordor to take him down. Yes they are looking into the matter but stay calm do you think you can take on a war at this given point and time killing those that are not ment to die. I think i have said is what needed to be said in this matter.

Grey
Dark

The following spells of the spell school, are not classified as dark necromantic, and as such no members of the Order will attempt and arrest or stop you from using them, if the situation calls for it.

Wite Necromantic Spells:

- Death Ward
- Disrupt Undead
- Gentle Repose
- Greater Restoration
- Halt Undead


Grey Necromantic Spells:

- Astral Projection
- Blindness/Deafness
- Cause Fear
- Doom
- Fear
- Finger of Death
- Horrid Wilting
- Magic Jar
- Scare
- Slay Living
- Speak with Dead
- Spectral Hand
- Symbol of Fear
- Undeath to Death
- Wail of the Banshee


Raise dead or resurrection spells are conjuration, not necromancy, and are also not against Lord Kelemvor's laws and edicts.

A note attached to the board written in common;

You all smell.

Necromancy is the art of manipulating life and its forces, not evil nor good. Its how you use it. Any spells can use used with a "evil" or "good" intent.

Greater Restoration would in this case be "evil" if it was used to heal the undead or its creators. And Create Undead would be just as "evil" as Dominate Person as they both hinder and bends its target to the will of the caster.

So, the undead hinders the souls from being where they should, I agree, most foul. But! If so; it still would be equally "evil" to end someone's life, or worse: Enslaving them.
