how does hemp rope work?

I've found one place for it. You use it on an object to anchor the rope too and scale a cliff. I assume there are more places like this.

Once upon a time, hemp rope used to be used to lower your character into Cordor's sewers. Back in those days, Cordor only had one major in your face sewer entrance in the city itself.
