Even if you reskin it, it's the same spell. If one of my Druid/Rangers or I'm assuming if any Kelemvor/Eternal Order folk saw you... you'd be beaten down for it.

I'm not an Eternal Order member, but I think that's actually not true as far as that faction goes.

It's the same spell but I think if you can provide RP to justify what you're getting a Re-skin on first before ever casting it; you can fairly RP it as a different spell.
I think.
Gotta see with the DM's of course.

I doubt it would count as the same spell if you reskin it. I really can't imagine that mages cast from the Player Manual, you know. I even doubt a mage would know that his spell is called 'Fireball' or 'Mestil's Acid Sheath'. They would probably call it "the one with the firey bits that go boom" or "the green circle that protects me". I don't see any reason why a spell that summons an elephant would be classified as an epic spell that normally summons a mummy, as detailed in the HotU manual, instead of a spell that simply calls forth an elephant.l

Umm, if it's reskinned isn't the assumption that it's not -I don't know - an Undead in a rubber mask and new set of clothing - but actually what it's been reskinned to which could be a Planetar, Archon, or whatnot? I would view IC consideration of it being something other than what it looks like as metagaming but I'll defer to staff for their opinion of course.
In my (not Developer, just Player) Humbledore, the Mummydust shouldn't be reskinnable to anything but another undead.
I think it is good that undead are mechanically attractive, because it give an IC temptation to use them, which leads to IC conflict. There is nothing OOC about seeing a Pharoah Sentinel rampaging about and Not Dying very harshly and wanting one for yourself.
Was actually going to get it re-skinned as a Paladin of Kelemvor, idea that it is my PCs long lost acolyte/companion. I would have taken EDK except that the duration doesn't suit with what is supposed to be a human and the size change would be too much.
What is the Mummy Dust duration on Amia now by the way?
In my opinion, saying that he can't have a reskinned Mummy Dust and still be in Kelemvor's grace is like players saying "Ha-ha! You Kelemvorites are so meddlesome so we're gonna play hardass on you now!"
The new creature would have to work with the immunities, that I agree with. Little else but Undead makes sense. Possibly Constructs or Elementals. A live Paladin though.. hardly.
Statistics of a reskinned creature must viably work for the summon itself. Undead Race by itself, due to its own significantly unique array of traits and abilities mechanically would stop me from approving any Non-Undead Mummy Dusts.
What about a construct? That doesn't appear to be a significant stretch? Doesn't seem to be much of a stretch at all really. If you want I can take the water domain to explain the fire vulnerability though I think that is a bit harsh personally.

I'd wager that I could conceivably include shadowy/evilly looking type things in that tho, too, they'd invaribly be other types of undead, or otherwise.

Why cant it simply be reskinned as "Something Of Kelemvmore"
And really, it shouldnt matter.. it is what you see it as. My EDK isnt a dragon, its a golem. If i change a mummy dust to something else, its that now.
Elemental is hard as I am going Lawful Neutral in alignment and I don't think an Elemental would suit a fanatic cleric. Re-skinned as a Shield Guardian maybe? The fire could just be a case of vulnerable conduits and so forth? Could I not put something like that in the description of the summons?
'A mist of condensed ice trails behind the clerics creaking guardian, blah blah blah'.
Seems legitimate enough.
EDIT: Fire breathing golem? i.e.: EDK re-skin. Feels like this 'No change for Kellies' has something more to it that perhaps I'm not aware of. I've seen familiers re-skinned as all kind of things that have nothing in common AT ALL. I'm a bit confused here.

Couple questions here:
Does this just represent your view or that of the staff in general?
Are you saying that no creatures in the Lore, be they mundane, supernatural, or whatever, possess a similar enough set of abilities to allow for them to be reasonably represented by the reskinned Mummy Dust? This is an honest question BTW, because I frankly have too little knowledge of 3E monsters to venture an opinion.
I have never had a summon reskinned or formally requested one so this is a matter of curiosity on my part.
The issue is that it's Undead. With the skin of something else on top. You could justify it and say that the reskin is an illusion, which of course could be seen through by True Seeing.
If they wanted a different creature other than Undead, then pick a different spell to reskin. Mummy Dust summons Undead.

In that case please explain the reskinning of dragons as golems?
Or the reskinning of animal to outsider?
Or Aberration to Humanoid?
Or...
Or...
Or...
I'm pretty sure the idea is that you don't summon a dragon in a golem suit... you summon a golem. Or in this case, you don't summon a mummy, you summon a golem. Worth noting that as far as mechanics and properties go, a golem is more like undead the a dragon.

Yes, and Reinard's EDK, the progenitor of the very summon skinner we use today, was skinned to undead. It's been turned to constructs, outsiders, aberrations, and everything else in the time here.
I see nothing wrong with a reskin of mummy dust, understanding that whatever you reskin it to will still have those undead properties.

For a Kelemvorite summon, the stuff you get with Death domain is something Kelemvorite specialty priests are supposed to summon. Outsiders with undead/construct traits. That's one interesting option for a reskin, I guess.

That your summon is approved of a reskin by the staff, should be enough of a reason that you can RP your summon to be exactly what you reskinned it to, and not an undead in this case.
Isn't the phaorah sentinel supposed to be just ''pseudo-undead'' or something, anyway?
If it looks like an undead but it's stats sheet says it's an outsider, then it's a Psuedo-Undead. Not sure about the Pharoh Sentinel though, having never actually gotten one of my casters to epic levels for the spell.
hmm I was thinking of reskinning a mummy dust to a gelatinuous cube or ooze of some kind...but are we saying that only undead critters are allowed to be selected or the staff won't approve?

I’m neither a DM or a Kellie, but my advice would be to run it by a couple of Kellie players before you go for it. The builds identical to one I was talking about on the build thread a couple of weeks ago for my dwarfie and Opustus rightly cut my cyber knackers off for it. His point being rp>pwr. True, EDRIII plus epic summon is nice. But should that mean reskinning an undead (negative energy based) summon? I thought it over and dumped it. My dwarf’s in a different faction but you may find that some Kellie players won’t be as accepting as posters here, and i guess you'd need to convince that crew not only DM's.
