Can you haev elven, halfling tieflings etc? Or anything from that column of the subrace? I would assume yes as it says universal? I mean wouldnt pretty much anyone be subject to somehow inheriting great grandpappy's horns?

Elven tieflings have a special name, not sure about that but generally would I assume that every race can ahve tieflings.
Which jsut means they have devil7demon/etc blood.

While Fey'ri are, technically, Tieflings; they can't be played on Amia without express, DM Team permission.
On Amia, Elven Tieflings are literally just Elven Tieflings. Blame our flawed Subrace system.

Well I was asking so my friend can play a tiefling, but she doesn't like looking fast as a human on here, likes being teh skinny petite yummy elf ladies.

In truth, tieflings, Aasimars and Genasi are only crossbred with humans and I don't really understand why this was generalised to any start race. Sure you have Fey'ri and Tan'aaruks (cross bred orc/demon) but they're both request-only races from what I've seen.
But hey, I'm in no position to tell you you can't. Honestly I'd love to but less flak I give you, less flak you give me and we all get along.

Because Tormal eats DC's and without then he will perish, so we have to give them to him to play a special subrace (thats not special) Yush yush

I guess you can call them Fey'ri IC, if you want. The Daemonfey or Fey'ri are specifically the descendants of Arcorar and Siluvanede, a branch that has been almost extinct until the recent freedom of elder Fey'ri from their aeons of imprisonment. Well, their story is pretty shady and there are a few contradictions between Races of Faerûn, Lords of Darkness and the Last Mythal trilogy, as far as I can see, but they're by no means common or ordinary Planetouched.

I highlighted the important word, which is also the condition in that sentence.
Or, IC and OOC do not always equal. What a character thinks ICly could be pretty much anything, and should differ from the "reality" to make things interesting. Even if an elven tiefling really isn't fey'ri on Amia, nothing stops other characters from thinking they are. As long as players don't OOCly make claims about such.

lore question, aside from the dreagloths and fey'ri/demonfey, if an elf of a subrace, say drow, sun, moon, wood, wild, or aquatic mated with a fiend what would the new creature be?

A half-fiend, obviously.
If you just mean a Planetouched elf, they'd be just that: a Planetouched elf, or a Tiefling elf. They're supposedly rare, so there's no specific name for them.
