Do you need to buy them from a PC that is a scribe or can you buy it from a merchant somewhere? I'm pretty sure I've checked all of them in Amia B.

Scribe, Miller or Tanner. Scribe produces them from Papyrus (Market Gardener), Miller from Logs (Lumberjack) and Tanner from leather.

Just so I understand... you can only get them from a PC that sells them? Ie Tanner, Scribe etc?

Yep or if a pc have sold them to a npc merchant.

Which means that PC did something stupid. "NPC merchant" in this case is a regular shop, and not one of the job system merchants.
