First, word gets out by proclamation. Then by circulation in the gossip and rumor circuit. Then one single piece of paper posted on Cordor's messageboard. There is no need for a massive campaign of literature like adventurers are prone to using, the kind of campaign that dirties and litters the streets of the Commonwealth.
The following individuals are hereby invited to visit the Commonwealth Center in Cordor for a unique opportunity:

- Metalien Shadowflame
- Earylduil Nai'fairel

We look forward to hearing from some or all of you. You will be informed why upon your visist.

Metalien reads the note with a look of complete surprise on his face, though he does rush off to pen a letter to the Commonwealth Council.

I would gladly meet with you at a time of your choosing, please inform me of a day and time that is suitable and I shall present myself to you at that time.

On the couple of notices that are placed, Metalien's name is "gilded" as though with gold-flecked ink, purportedly some unique talent of a Waukeenar priest. Clerks begin talking about how well his visitation went, but are mum about the nature of his visit.

Hmmh...
The Elven warrior looks at the notice for some time, weighing it up, considering. A certain instinctual paranoia, a wariness for the plausibility of a trap, perhaps, or merely an uncertainty towards the true intentions.
As one of the other guards claps him on the shoulder, nudging him to go forward with it, he simply sighs and nods; penning a simple message to be passed along the chain of command.

It takes quite a bit of time, but after the meeting Earylduil's name eventually bears the same golden lettering as Metalien and Deli.
