Cordorian Fifty/Fifty Lottery.
To raise funds for the South Cordor project in addition to my sale of donated items, and seeking of donations, I wish to host a lottery on behalf of the Citizens of South Cordor.
Tickets are Ten thousand Cordorian Crowns or equivalant per ticket, with one hundred tickets being availible all told. (Limit of five per individual purchasing them)
The winner, recieves half of the total monies collected from the lottery process. (in this case, Five hundred thousand gold pieces). The other half of the monies collected, goes to the South Cordor Reconstruction Project.
The drawing date, is to be determined when all one hundred tickets (numbers) have been bought up.
Please contact Bursar Christophan Warrick of House Kenlyl to reserve your ticket and arrange purchase, or contact him in person alternatively.

It appears as though I am at something of an impasse:
The winner of a Lottery run on your behalf is from reports, a Red Wizard or one who serves in their employ. I cannot in good conscience reward him winnings from such a lottery on your behalf , even though it was an act of chance that his was the winning ticket.
He had not been a Red Wizard to my knowledge before purchasing the ticket or when he had purchased it, but after he had joined their ranks and I have no indication to believe he was coerced into such service.
I am a fair man, and so long as you the people accept such, I will offer him a refund of his tickets, re-sell them and properly re-draw once more. Or alternatively, if you believe I should do so, I will provide him due notice of your decision and seize his winnings to be added to the South Cordor Reconstruction Efforts, or if not to those then to another charitable need within Cordor , perhaps a fund to establish a dedicated fire-fighting service.
I await your will, people of Cordor.
As well, should he recieve word of this and wish to voluntarily surrender his winnings to such, then the matter will be closed and all will be well and good.
