Yes, if both PCs belong to the same player.

And yes, shops are muling as well. How does your character magically know what shop to go to for that nifty shield, suddenly?

That includes PC and NPC stores i believe.

As said above; yes. Selling to a shop and buying it with a different character is muling. No matter how you do it; transferring items from one character to another is muling.

If one of your characters touched it, then none of the others get to.
