Firstly, I want to say that this was originaly going to be a reply to someone's complaint about the Cordor Guards, however that complaint was taken down or moved to the DM forums while I was typing my reply.
I'll post this however on behalf of the Cordorian Guard players to help those of you that don't understand what it's like playing a guard when you feel that things are not going in your favour or you feel cheated or something.
Please, just understand that this is to help you get a tiny insight into what a Cordor Guard player has to deal with.
Here it is: *dramatic drum roll*

Having played the Captain of the Cordor guards I feel that perhaps I should offer a little input here, in the hope that it'll clarify things and help you understand why things are the way they are on Amia.
Mostly Cordor is quite busy, as you well have noticed, and when there's only one or two PC Guards on duty things can get a little distracting and confusing. More often than not the guard on duty will be dealing with one person when someone else starts acting all chaotic/stupid, very often, said person starts acting up the moment they see a guard busy in the hope they'll get away with it.
The thing I agree with and don't like about the new ways things are run within the guards is that the arresting guard has to stay and RP with the person they've jailed, this not only pulls a guard away from the main trouble spots for half an hour but also puts the RPer into a position where they've got to stand around and often watch someone who's gone AFK while they're in jail... this is something that perhaps needs to revert back to the old ways. In the old days (when me and WonWon were Captains and before that) the person being jailed was literaly put in jail and left there for half an hour, or more depending on the level of thier crime. Very often this wasn't a problem as the person who did the crime either went AFK or were allowed visitors to talk to them, however, the new cells (I believe) all have solid doors now so nobody can go talk with the person in jail anymore. This sadly leaves few options other than an ejection from the city, for a reset period or for a few hours.. or whatever.
A Cordorian Guard's job, as you'll understand from your days on Arelith, can be quite frustrating when you're dealing with someone who's new to Amia, new to Role Playing or just plainly ignoring the NPC guards and metagaming... yes, I used the horrid Metagaming word there, shocking... Sadly though, people DO ignore the NPC guards and disregard the fact that someone is standing not more than 10 or 15 feet from them.. be they an NPC or a PC guard.
Sometimes the person commiting this act is decent enough about it, appologises and retcon's the RP or accepts the punishment, depending on thier level of understanding of the game, and all goes along again, smoothly and without hassle... however, sometimes the person can be a real asshat about it and cause all kinds of drama that the PC guard has to deal with as there's often no DM on or they're busy elsewhere and can't help at that moment.
So, on behalf of the guard players I just want to ask you to please be a little understanding if sometimes you feel that the RP is a little forced, or rushed as very often, as I said, they're trying to deal with multiple things at once.
If, however, you feel that you've been treated badly OOCly or whatever, please send a message to Nekh or another DM (WonWon is good for helping with Guard stuff) and ask them to help get the problem ironed out.

OK, that's my post and as I said it's actualy a reply to a post that's been moved to the DM forums (I think) so it maye seem a little disjointed in places.
Please understand that's not a dig at anyone or anything, it's just an ex guard player trying to help those that have never played a guard to understand a little better how frustrating and confusing a guard's role can be sometimes.

Having played a Cordorian Guard PC I can understand both sides of the fence in regards to Cordorian Guard issues.
However: People who insist that the Guards aren't RPing fairly can contact WonWon, Yossarin or another DM with screenies and an explanation and they will be dealt with.
By the same token: To really be able to pull off some things people wanna try to pull off, you need to be very mindful of the fact you are facing individuals who are I like to think, reasonably intelligent.
I won't name specific situations but to be honest, a bit more detail in emotes might help in the longer run, before trying to do something.

I suppose I'll post here, too. I play one of the current Cordor Guards, Lieutenant Nevaeh Tarvencia. Like Metalien said, sometimes the PC guards do have their hands full dealing with multiple things, because it does get hectic in the city. People do ignore the NPC guards, frequently, and will sometimes be rude to us, as players. Speaking for myself, it doesn't leave me in a good mood, but there is usually more going on so we keep rolling on with the RP as it comes.
Though, as Metalien said, it may seem rushed or forceful sometimes. That said, communication is nice. I don't mind talking to players first, if they feel like something smells wrong or they feel slighted. But, then I also encourage you to do as Met said and take screenies and send them to a DM to help you. It's not fair if you are being treated badly OoCly.
To clarify on the jails, the current area has more open cells that "closed" ones, but I admittedly don't use them often because people do tend to go afk, or want to log/swap as soon as they're in there and it is a bummer.
Anyway, that's just what I have to say on the matter. I'm sorry if anyone has felt treated unfairly by me.

DM's control NPC's in all ways, never assume their reaction one way or another. Committing IC actions that'd require a response, even if the response is to 'ignore your action' without a DM presence is forbidden.
As a player of a Cordorian Adventure Guard PC I can safely say: I enjoy clever criminal characters, or even stupid criminals who 'play along' whether its resisting arrest, trying to weasel out, or whatever. As long as its fair and well played, its great fun.

Bearing what Dwagin said in mind... it is irritating when someone with a PC in a position of power interrupts or breaks RP on the basis of assuption. Sometimes it is valid, sometimes it is wholly wrong.
Would just encourage people too consider what they are going to say before they step into an RP situation.

Guard PC a walks in, seeing something that looks like it might be a stickup or elsewise some sort of illegal activity going down ICly?
I would say it's less IC for them NOT to respond.
Yes, it might be annoying and inconvient to your RP, but it's a part of the world. The world doesn't function solely for a singular person's benefit.

That's where it gets iffy, really.
Is the guard around the corner watching? Would he be hearing?
Would the guard a few blocks away be informed by other non-guard NPCs present?

Don't be an idiot in the middle of a big city where there's billions of witnesses and guards do it somewhere else why are you making a big deal of this.

I was talking more about minor things.
Secretive or terse RP between PCs that is broken up with little or no motivation relevent to the situation at hand.
Overt beating or threats of dismemberment are another thing altogether.

Well, you could alwyas just handle it IC instead of complaining about that dastardly player being obviously drunk with power and forcing his way into every RP situation just to flaunt his ego because that's clearly the only reason a guard PC would ever approahc you, yep.

Right. So... the newly recruited NPC guard, in the city of ShitVilleWeLiveOnFish... would somehow be able to keep my level 30 character from committing an act against the law.
Why am I making such a big deal out of it?
Because it's an insane and more or less completely unnecessary restriction on the potential actions and RP of a lot of Amias characters.
But this ain't anything new. I've argued this more than once before, and Amia - "The snail of change, adaptation or self realization" probably won't listen this time either.
So I should probably stop beating a dead horse.

Irrespective of the Woulds, Would Nots, Shoulds, Should nots, Coulds, and Could Nots..
The rules are very simple.
And very straight forward.
Don't. Metagame. Guards.
If you can see a Guard, they can see you. If you do something suspicious, expect that they'd be watching. If you're an idiot, you'd be treated like one.
The best idea is to simply "Not do anything violent" in a Guarded area. Despite popular belief, there are ways to handle such issues without resorting to such stupidly where the local enforcement's urban tactics will likely kick your arse. One of those solutions may even involve 'wait outside'.

Let me see:
Bendir Dale: Guarded.
Amia Forest: Time Dependant, certain zone's guarded.
Nexus Falls: Guarded by Elves, who're likely sharpshooters.
Guldorand: Not guarded to my knowledge. *might be wrong*
Wharftown: Guarded and probably not inclined to let any of Bane's own get a foothold if humanly possible.
Uhm: Guarded.
Zanshibon: Guarded by warriors that could and arguably should compare to Cordor's moderate to elite forces.

And... uh. I also know what's guarded, Grymia. Thanks for the extra clarification though.
Guldorand has plenty of NPCs in it. They would... as you put it:

And what's with Amia having guards that are time dependant?
There are road wardens and two elf guards outside of the Grove. Have always been.
In the old Amia Forest, in particular, they had a pretty decent outlook of what went on in the forest.
And Amia Forest has probably had more fights, brawls and harsh arguments than any other area in the module. By my estimations.
... and it wasn't just Banites, causing those fights, you know.

I led one of the nastier drow houses and even blew up the temple in Winya all under DM supervision. It's really not that hard to be evil and have DM's watch. Saying that you can't is just a crutch and a pretty lame one at that. It's really not that hard to put a hold on something until a DM is available to supervise what's going on. If a group of 7 or 8 drow can sneak into Winya Ravana and make their way to the temple before slaughtering all the priests and blowing up the temple, then any other group should be able to do evil deeds on par with that. If you can't, don't complain about how tough it is to be evil.... come up with better plans. I'm sorry, I just can't accept the whole "I'm the nastiest character on Amia, I should be able to do what I want" argument anymore.

I don't see anyone even hinting towards that argument in this thread.
To make a crude, short version of what I've been trying to say:
The current NPC system on Amia has bucketloads of flaws in it, doesn't really contribute to the RP on the server, offers stagnation and is largely unnecessary.
That's just my opinion though. And it's just an opinion. Not a fact.

Perhaps I'm reading it wrong, but it comes off like you're saying that your well-known powerbuild should be able to push around whatever he wants and get whatever he wants whenever he wants it. DM's have said numerous times that powerbuilds will not push around NPC's and that a clever plan will get an evil character much further than the flexing of muscles.

Just because the NPC is newly recruited, does not infer that he or she is green (fresh/ newbie/ no skill/ not level 30)
Ainjyll, you are reading it wrong. This has naught to do with powerbuilds whatsoever. It is about RP. As you have clearly stated, RP is the key to taking action upon anything. Cities, factions, all of that.
I can see Magos point. eg: why would a BendirDale Militia member care if a Tormite slammed down a Cyricist in their line of sight? As long as it aint in their town, what business is it of theirs? And if they do decide to get involved, who is to say they would win? There are NPC Guards everywhere. It does restrict RP because you aren't allowed to say anything at all, you can't even fart without it being classed as metagaming the NPCs.
A line needs to be drawn, and only the thin line of nearly non-existant DMside DMs can draw it.

My main point was pretty much the default way the guards here from what people have told me and from what I have seen is just to throw you out and that could ruin some of the potential Guard / prisoner RP
I was just mentioning a situation how I had a run in with the guards and how It could have been improved for everyone... I really do agree with Metalien in the way that we should go back to the old days of locking people up for longer spaces of time... IC actions do lead to IC consequences.. If you make trouble around Cordor, then the guards should punish you...
But I was more going into other ways todo this that would be more entertaining and fun for all... for example a player could be locked into a set of stocks or a cage and passers by can buy rotten fruit and calt drops from a NPC to hurl at the poor crooks... Or given a shock collar... Or Rp Community service...
From my personal experiance if the person is acting like a moron a little OOC reminder of NPC guards and a bit of fun RP tends to set most people right...

As I said I played the ranks.. Looking after a city that every area was full PVP... A third of the player base must have been drunk... Another third just suffering from some mental disorders to make them unable to see NPCs and control themselves from blowing up the place... With 70 Players online most of the time the life of a guard was pretty busy... But we just hired on new guards to meet the growing demand and organized ourselves so we always had a person pounding the streets and another pounding prisoners...
Anyway as I said... I was just wanting suggestions from everyone on other ways to deal with the Cordor scum and this thread seems to have wandered away due to the first post being removed

The Cordor Guards turned to throwing people out because people OOCly complained about being in jail, whether or not they were RPed with. Because no PC "should" have such power over where they go or what they do. Now you just get whipped out on your ass and you can't enter Cordor.

I think the original concern was finding a line between reasonable pre-emptive acts and over zealous acts. When I say this I refer to both guards and 'offenders'(I use this term loosely).
Insofar as NPCs are concerned I would assume that in a city like Cordor(or any other area with guards of the same relative power) one could expect guards to be reasonable but firm. Insofar as Bendir or Uhm(again, places of similer relative power) are concerned, I would assume guards would ask people to move on and, if an Epic battle begins, to quite rightly run for cover.
Yelling 'Metagamer' when the guards are a local milita is silly, as is making the same claim in a murky back ally. The same call in a well guarded, fortified area is probably justified.
That said, when dealing with PC guards of any sort, I refer to the prior comments regarding 'jumping the gun'. If something is overtly illegal then fine, bust some heads. On the other hand if an argument is being conducted, it is likely to result in claims of prejudice or favoratism if action is taken before anything 'wrong' actually occurs. Clearly there are issues of character specific traits to consider but even those should be(ideally) secondary to obligations as a registered area guard.
The best example of excellent guard behavior I can remember is that of Burningoutbright as Lt. Nevaeh Tarvencia in the Cordor Guard. All sides considered, reasonable prejudice taken into account. Granted Cordor Guards are those I as a player have had the most contact with but I do think we would all benifit from more input from the aforementioned.

Ok, there can be no arguing with this. I was more interested in the NPC guard to player interaction to be honest. Was fishing for opinions on the PC guard bit.

The rules are very simple.
And very straight forward.
Don't. Metagame. Guards.
If you can see a Guard, they can see you. If you do something suspicious, expect that they'd be watching. If you're an idiot, you'd be treated like one.

This post some time back seems to sum the situation up nicely.
Mago's belief the guards' presence doesn't contribute to the roleplay of the server doesn't quite add up for me, because that's part of the POINT of the no Metagaming guards rules. A Guard presence being able to stop someone just walking in, does tend to keep to the idea that there is an atmosphere.
Rather, I like the idea that brutes, bullies and combattants can't just kill at whim where desired, they have to have (god forbid) a modicum of patience and a better thinking mind then just 'Bwa, me kill'.
That DOES contribute to the server, because not everyone's a crazed effin' killing machine.

Mago does have a point about Amia being overpopulated by guard NPCs and underpopulated by DMs, though. It's perfectly understandable that you need to call a DM if you want to do something dubious infront of guards. And knowing that, it should be equally understandable not to put guards everywhere, because the DMs simply can't be present all the time.
As per the current rules, you can't really do anything in the Nexus Falls, Bendir outskirts, and theoretically not even in Amia Forest. Yes, the DMs have sometimes said that the NPCs are there to guard the Grove and nothing else, but most people couldn't know that and would still have to check as per the rules.
There's way too much order and control in the environment, IMO. It's not wild or dangerous. There are places where NPCs wouldn't care if you got mugged or beaten, and it should be clarified.
But I'm not sure what exactly should be done. It's not like I wasn't aware of this for a long time, and I never came up with a suggestion anyhow.

A player does not make his character commit a crime out of a desire to rip anyone off or to cause trouble in a game-disrupting sense. He does it for the sake of interaction. Apprehending his character and tossing him in a cell, following which, the guardsman will leave him there alone.. that is punishment on EVERY level. That feels to me like a guardsman player wants to deter criminal activity IC and OOC because that player also feels the criminal to be a NUISANCE on more than one level, disrupting their guard duties.. while the criminal is actually his counterpart! Without him, the guard will just stand there and watch over a boring city. Ever notice how quiet it gets after that one "troublemaker" was put away? How people were all agitated and talking, taking sides, you know, roleplaying while this bad boy still was around? And how it clears out afterwards?
I'll just let my radical opinion hang out some more:
Crime is good. PC Guards have an OBLIGATION to play with criminals, and do their best to keep the game interesting. As do the criminals. Make them want to commit crimes because it's just so fucking cool to have you as their opposition.
Characters should be put away for OOC disruption of the game ONLY (and this is a penalty directed at the player). This should be done by DMs ONLY. Player characters are not there to deal with this, player characters are there to roleplay. Mixing guard duty with OOC watchdog duty results in roleplayers getting the short end of the stick due to PC guards being used to, and disgruntled by, the OOC kind.
As a conclusion to this, there should not be DM PCs in the PC guard unit. It intensifies this grey area. Either make the guards DM only and then you can keep the veil of IC even for those people who disrupt the game and can't roleplay (while this is pretty futile), or make the PC guard unit deal strictly with the good kind of rulebreakers, and then not by incarcerating them. Since jail is a realistic prospect for criminals, everyone will have to jump some hoops so this works. If the DMs still wanted to remain PC guards after this, they'd have to understand that they can't use the post to be "somewhat IC" while in reality still having one eye on OOC troublemakers.

Guards are PCs. The only issue I have is the OP's tone seems to imply that guards are mini DMs that are trying to do their job. Well guards aren't mini DMs. They are regular players that are here to RP. As long as guards don't get some entitlement or elitest complex all is good. The power inherent in the faction is good, but the problem is when you start looking down on the players around you.
Don't look at criminals as being people trying to ruin your day, they are the RP you are looking for if you decided to be a guard.
Not assuming anything but It sounds like RP that breaks the law is a nuisance and not considered valid or enrichng RP. That isn't true. It is exactly what you should want if you became a guard.

Having served Guard side: There's two kinds of Criminal RP.
- The Criminal RP That is enriching to the environment, and provides interest for all sides involves, success or failure in capturing, and makes for an overall enjoyable experience.
- The Criminal RP that is only thinly veiled OOC disruptiveness that borderlines on the sort of behaviour that DMs ought to be dealing with, but may not have the manpower to at any one time.
I have seen and had to deal with both. Usually, the first sort of RP even if it's frustrating at the time "Damn! That Flagger got away!" .. is still good in that there was more to it then just someone trying to be a frickin' annoyance.
The biggest problem in either sort of RP is when someone tries to do something, gets caught and cops an OOC attitude about it. That is where the biggest of problems can occur.
Both IC, and OOC there are mechanisms to deal with any legitimate cases of guard abuse of priviledges of arrest.
As for Iron's point things are too ordered:
Okay, query about that.. a while back, Bane's own successfully killed a number of militia men and kidnapped Mayor General Nof, who was then rescued by a group of various individuals.
I wouldn't call THAT ordered.
I reckon honestly, if you WANT to attack a settlement or outpost, all it takes is some DM contact and arrangements. (and IC effort in order to make it effective)

This is a huge problem in the current server environment, IMHO.
Invincible NPC guard factions arguably have a legitimate purpose in preventing PC asshattery in noob areas such as Cordor.
When they start stifling RP out of civilized areas, then it's a big problem. You start driving the server away from conflict RP, and towards tea and cookies RP.

On the topic of guards, what the heck is the funciton of the Road Wardens?
You know, the guys in red suits with Halberds and blue hair. They start like at Bendir Dale and are dotted along the road through Amia Forest and into Valley of the Arachnid. Also some near Sandy Beach and up through the Crags IIRC. Are they paid by someone? Just there to keep brigands and bandits away? What would they do if a fight broke out on the road between PC's?
(This is more or less a question for DMs)
