They can't be tinted per se, or you can't switch the colour with a script function or something, unless you have a spell effect specifically remodeled to be of the desired colour. Which is quite possible to do with HAKs. It's another question if our HAK has something you'd want included.

I think it needs to be an effect of the same type for best results. There's instants, area effects and some other types which I can't remember.
Mind that I don't know how this could be done in practise on Amia (or if it could be done), just thinking what's theoretically possible to do.

I am not for making the entire server redownload a hak because someone wants to make a spell effect pink. Or any color.

A pink Bigby?
Don't give Terra ideas... please. Everything will be purple or same colour as seagulls.

Some of the spell effects use TGA as art and can be recolored as a one-off override. However, only the animations/visual effect models (MDL files) are referenced in the visualeffects.2da file, so in order to add a tint to a particular effect you would first have to find the right animation, clone it, find the associated texture, clone that and alter the colour, make a necessary alteration to the cloned animation, and make the necessary additions to the 2DA file. Easy as not very easy pie.

I've seen a character cast a blue Cloudkill spell on Amia a while back.

That's Feeblemind, IIRC. Either way, there is a blue cloud effect in NWN. There's a limited set of visual effects, it's not like they're created by the server on the fly.

So any custom spell would have to emulate the visual effects of another spell?

Yes. Or another visual effect already in game, not just spell. You can combine them to pretty cool effects, though.

I'd like to change my fireball to a hin if thats possible. Issac Lesser Missiles would be a group of hins. That way my orc caster can throw hin at his enemies, possibly the most devestating weapon in the planes.

How much this kind of request would cost? Chancing spell color / looks. Like, making my necromancer characters resistance (cantrip) spell add Magic1_white effect on my character? The RP would be that he uses the souls of people to ward him in minor way Or have my cold specialized wizard have his delayed fireball changed to look like Mist,Ground? Just trying to throw some examples to get the about DC costs.

Well, with the way I know we do things currently, it'll require creating a custom spell that would use #XXX visual effect instead of #YYY visual effect, or a combination of such effects. Which means custom scripting in the case of a DC request (15 DCs minimum). And it'd be limited to the current visual effects in the game. You could get a mindfog-blue or stinking cloud-green cloudkill, for example. But you couldn't get a purple or yellow one, since there's no yellow or purple cloud effect, at least that I'm aware of.

Could always do like a clear cloud (Stonehold or Cloud of Bewilderment) and add an area Light effect.
Pretty much anything you can think of, there's a way to recreate with the plethora of effects we already have, even if you have to dip into temporary placeables.
