Not quite. You must play one of the freely available races or request it. Quarter-somethings are typically not allowed, though the enforcement is sometimes a bit sloppy. Dragons are the only exception, because we have the RDD class which requires draconic heritage. You can't be part-devil or part-drow without taking the Tiefling or Half-Drow races, respectively. So yes, half-drow-part-dragon is technically possible, and so is part-dragon-part-devil, but mixing devil and half-drow is not possible without a request. There is the other exception of being a Tiefling or Aasimar drow, but that means being almost pure drow with fiendish heritage (and you need to take the drow subrace). Aside from the recent dragon call, it's the only exception with a precedent DM call, I think. The letter of the rule is quite clear: you must play one of the freely available races or submit a request.
