I'd probably go Rogue24/Ranger1/Ftr5 for ranged stuffs. Take the Ranger in epic, use it for Epic Weapon Focus, and that 'pays' for taking Ftr5 rather than the stock Rogue24/Ftr6, and still allows Epic Weapon Specialisation.
The point there is that you'll get free Dualwield, which isn't any better than the items with Ambi and Two Weapon Fighting, but does save you the need to wear them. +4Hide/MS outdoors isn't awful either, and if you're a prize git, you can dump into Animal Empathy and get fuzzy tanks.
You were told correctly that it's good, and it will seem good if you've never played the melee flavour with Improved Knockdown and real two weapon fighting, but if you have, it's meh. I've seen the phenomenon a few times now - the ranged Rogue with all the shootist feats that nonetheless has admitted defeat and is meleeing cos it's still better.

Works perfectly. You can even go 20/5/5 (Monk,Fighter,WM) for 1 Extra AB and Ki-Critical for x3 On your quarterstaff. You have enough feats to afford the WM Requisite and Devastating + Epic Weapon Specialization.

The best DEX-Monk i know of is a 20Monk/10 Rogue with Epic dodge. It wields Two kamas and have Improved Two-Weapon attack. Sits at 9 Attacks and 5d6 Sneak. Fearsome! Also gets you UMD to use OWl's wisdom scrolls you buy from the monastery in brogendstein.
The 15 Monk/5 Fighter/10 Rogue net's the same amount of attacks; Sneaks and gets Epic Weapon Specialization on top of that. But it doesn't get those fancy glowing eyes.

Monk is LAWFUL only and Bard is NEUTRAL / CHAOTIC only. This combo doesn't work.

Somebody else also asked me to fill in the details of that build. I'd say right here and now that it's 'Difficult' to make it work properly since you are on such a massive shortage of feats in epic.
Draft #1: Pre-Epic: Monk 19Pre-epic, 1 Sorcerer. Epic: 9 RDD , 1 Monk. In Epic you take 10 RDD and finish off with the last monk level. This nets you 30 Tumble but reduces your BAB to 14 (19 In Epic)
Draft #2: Pre-Epic: Monk 20. Epic: 1Sorcerer, 9 RDD. This version gives you 15 BAB (20 In epic) but makes you unable to maximize Tumble and henceforth you loose 2 AC.
Draft #3: Pre-Epic. Monk 19, 1 Sorcerer. Epic: 10 RDD. This version neither gets the extra Tumble AC Nor maximizes your BAB - But you get the half-dragon template and thus 50% resistance towards (insert dragon here)

Go fucking 20 Monk/1/9. You get glowing eyes -AND- wings. You net one more BAB (You have AC coming out of your ASS. Not to mention Immunity toward mind effecting spells. 20 Monk = +4 Extra AC. 10 RDD = +2 AC.
Going 20 monk nabs 1 more AC over 19 Monk because of 1 AC /5 levels Monk AC. That should help your calculations a bit.

I add one question! Since I am planning to take the STR route for my paladin (multiclassing to Divine Champion on epic levels) my charisma won't be that splendid (still I will try to raise it with itemization, however it won't be astounding) what if I skip Divine Might and Divine Shield? They are ok feats to me, but not even reaching 1 turn duration makes me sad and think I should invest that couple of buffing rounds to pump some more DPS into the fray! Another question, since Devastating Critical has the effect to knockdown the opponent I am thinking to skip taking the Knockdown line of feats. I assume that won't hurt too much, isn't it?
TL:DR - A STR based paladin does REALLY need Divine Might and Divine Shield on this server? It would make me delay my Devastating Critical.

I am going to recommend you check out the Half and Half paladin, Designed by Baden Ironblood. Look at it and make whatever changes you like. You don't need follow this build - Just use it to get an idea what feats are important etc

Do extremely high DC glass cannons tend to work on this server? Is Illusion a good focus to take? Are better pure dedicated sorcs and wizs or spellswords? What would be a good example of spellword focused on casting class(es)?

Fashion: Yes, high DC cannons do work. People still have to gear heavily in order to resist your spells and you have several magicky defences in case you're barged in on. Pure caster and spellsword are both good, and the latter can be combined with nearly any class: Fighter, Paladin, WM, AA, BG, etc. for decent synergy. Illusion is good for doses of Colour spray and Weird. It's a one-trick spell school, but still a feasible one.
Is Weird being interestingly altered by the tome of transmutation?

High-DC fears are murder on anyone without mind blank up, so if you have enough time to disjoin or strike pre-buff, you're winning. I seem to recall even 4th level Fear does a number on mobs too, so pretty viable for PvM (though in open areas your party might hate you for scattering the mob). Also it looks cool, so now I wish I could be bothered to make an epic illusionist.

Can't, no. You lose the old ability adjustments, but keep any 'race' feats you would have had. Humans don't keep the bonus skill point though, as that's linked to being human, afaik.

Guys. Remember the biggest fail about Arcane archers thought. Since they have 1 level of a caster, -Every- potion they drink and -every- spell they use count as CL/level 1. Which means a normal dispel from a level 1 creature will strip you naked of -EVERYTHING-

It's a non-issue for AA's unless you plan to solo the Spire/Mindflayers or PvP the subset of 'people that will use Greater Dispelling but not a Mordy scroll', which is a subset I just made up right now and am confident does not exist outwith my brain.
In fact soloing AA's probably have an easier time in the Spire than buffertanks; they can't be blocked by tubby giants en route to their spawn's Witch. Not sure soloing AA's exists much, although I did see one whup the ASB with judicious use of scenery tieups and invis spam.

Both classes are 3/4 so it doesn't matter. Just make sure you take them in groups of 4. So, 12/8 has the same BAB as 20. Are you just going SD6?

HiPS is really good for annoying the shit out of people when they're trying to collect Maxi's bones.
For leveling purposes, it's better to take the long view; unless you are committed to abandoning the character shortly after hitting 30(and that is the weirdest sense of commitment I've heard of) then you always take the option that means a better end product, regardless of what that does to ease of grind.
Monk20 doesn't have much need to go more than SD6. Slippery Mind does nothing, and Improved Evasion doesn't stack...
Yeah, just planning on 6 SD, shooting for 20 monk and going to be a tiefling so with 6 SD I only have 3 levels remaining and can't take 4 levels of fighter sadly. I plan on hitting an extra level of monk to gain an additional 10% speed boost and then 2 levels of fighter in epic for 3 extra epic feats, I'll have to take my last two levels at an XP penalty but I felt it was worth the extra effort. The HiPS ability is more for RP flavor than actual use, but if it was extremely useful then it would have been better to grab early. Sounds like I won't outright need it so I can wait so that I have a slightly better AB end game. Thanks!

I don't think it's worth it since the change is so minimal. If you play alone and hunt bosses like I do you rarely stand around for the third and fourth attack anyway! If you're concerned about PvP then there's True Strike potions that everybody uses. You will hit your target more than enough and the single AB will rarely make a difference in any circumstance!

But I wanted to see if their was a way to make a Bard / CoT with Devisation Critical / Lasting Imspiration / Weapon Focus : / Imp Crit / Epic Weapon focus / and if I am lucky, Epic Skill. I wish for it to most likely be a Aasimar. The Aasimar idea works great, but only till level 29. I tested it, level 30 I -could- get Lasting Imspiration. That's if I did not go Aasimar. If you can, accumulate a build layout / and information of if It can work.

IE not going to hit the 68AC builds. We'll I'll probably still take the damage but AB really is the hardest thing to get in NWN. AC and damage are much more abundant.

I recently retired a Bard26/CoT2/Ftr2 which was a lovely build. As with all non-AA Bards, it works best on Human, but I made it gold dwarf and was even more feat starved and had no spare skills.
1 Power Attack 1 Cleave 3 Extend Spell Ftr1: Weapon Focus 6 Great Cleave 9 Curse Song 12 Knockdown 15 Blind Fight 18 Imp Crit
That's not the best feat order; just jotting down to see if it all fits. It looks like the +1ECL won't totally break it; you lose the optional feat and your Epic Perform, but it's still possible to get up to 75 without Epic Focus.
Blackguard smiter on two bladed sword, is it possible?

Possible yes, viable probably not? Blackguard smiters are generally a pretty bad idea, and AFAIK double-weapons are only really doable on str-based rangers. Maybe some sort of weird 10 ranger/16BG/4 other (incl. tumbledump) would work? Devcrit of course, some sort of decent divine shield and tumbledump will I suppose give you an actual Armour Class, 14 wis, 17+ str and as much cha as you can afford... It'll be a tight fit to get something remotely viable but it could be done.
