I don't know what this is saying. Assassins however are not obligated to reveal themselves before attacking provided tey are actually doing a hit. Many assassins rely on that opening vollecy mechanically, and some do not have HIPS to re hide.

Not correct. Body parts come back if the person has not accepted their absence, regardless of how the injury was healed over. See: Pattern Theory of Regeneration Magic. Upon ressurection, all "Extraneous" remaining body parts turn to dust and can no longer be used as magical or sympathetic components for that person.

They turn to ash regardless of when the part is removed. I suppose there could be a specific instance where someone loses a hand, and has accepted the loss of that hand, and upon his ressurection that hand doesn't turn to dust because it is no longer considered a metaphysical and spiritual part of the Pattern.

Yes, you really shouldn't be crossing zones to rest and hop back in, especially since 90% of the area transitions of the server cover no actual ground and were it not for in engine limitations, you could see past them easily. Resting mid pvp and coming back in is a huge nono.
